Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของกลุ่มตัวอย่างที่มีต่อขีดความสามารถ ปัญหา แนวทางการพัฒนา รวมทั้งเปรียบเทียบภาพรวมขีดความสามารถในการบริหารจัดการของสำนกงานเขตราชเทวี กรุงเทพมหานคร โดยนำ PAMS-POSDCoRB ซึ่งประกอบด้วย 11 ด้าน ได้แก่ การบริหารนโยบาย (Policy) การบริหารอำนาจหน้าที่ (Authority)การบริหารคุณธรรม (Morality) การบริหารที่เกี่ยวกับสังคม (Society) การวางแผน (Planning)การจัดองค์การ (Organizing) การบริหารทรัพยากรมนุษย์ (Staffing) การอำนวยการ (Directing) การประสานงาน (Coordinating) การรายงาน (Reporting) และการงบประมาณ (Budgeting) มาเป็นกรอบแนวคิดในการรักษาการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถาม ซึ่งผ่านการทดสอบ (pretest) รวมทั้งผ่านการทดสอบหาความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถาม การเก็บรวบรวมข้อมูลสนามดำเนินการรระหว่างวันที่ 1 กันยายน 2549 ถึง วันที่ 31 ตุลาคม 2549 ได้กลุ่มตัวอย่าง 1,052 คน คิดเป็นร้อยละ 88.33 ของกลุ่มตัวอย่างทั้งหมด (1,191 คน) สำหรับสถิติที่ใช้ คือร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาปรากฏว่า กลุ่มตัวอย่างเห็นด้วยในระดับปานกลาง ว่า สำนักงานเขตราชเทวีมีขีดความสามารถในการบริหารจัดการและเห็นด้วยในระดับมาก ว่า ขีดความสามารถในการบริหารจัดการของสำนักงานเขตราชเทวีมีขีดความสามารถในการบริหารจัดการในปัจจุบันสูงกว่าในอดีต และสูงกว่าสำนักงานเขตอื่นสำหรับข้อเสนอแนะ เช่น สำนักงานเขตราชเทวีควรจัดการฝึกอบรมแก่ผูบริหารเรื่องการมอบอำนาจเพิ่มมากขึ้นให้แก่ผู้ใต้บังคับบัญชา และลดสายการบังคับบัญชา นอกจากนี้ควรนำกรอบแนวคิด PAMS-POSDCoRB ไปปรับใช้ในการศึกษาวิจัยในอนาคต ซึ่งรวมทั้งในการศึกษาวิจัยเปรียบเทียบด้วย
The purposes of this study were to study the opinions of the samples on capabilities, problems, procedures to development, and to compare the overall management administration capabilities of the Office of Ratchathewi District (ORD), Bangkok Metropolitan Authority. The conceptual framework of PAMS-POSDCoRB, consisted of 11 factors: Policy, Authority, Morality, Society, Planning, Organizing, Staffing, Directing, Coordinating, Reporting, and Budgeting was applied to this study. This study was survey research by using questionnaires. The questionnaires passed pretest, including validity and reliability tests. The field data was collected during September 1 Octobcr 31, 2006 at the sample amount of 1,052, making 88.33% of total samples (1,191).Descriptive statistics used were percentage, arithmetic mean, standard deviation, and t-test.The study results showed: the samples agreed at the medium level that the management administration capabilities of ORD were high. The samples agreed at the high level that the management administration capabilities of ORD at present were higher than the past time, and higher than other districts. For suggestions, such as, ORD should establish executive trainning with respect on delegation of more power to the lower subordinators and should reduce the chain of command. In addition, the conceptual framework of PAMS-POSDCoRB should be applied in the future research which including the comparative research as well.
