ประสิทธิภาพการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลโนนอุดม อำเภอชุมแพ จังหวัดขอนแก่น

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาประสิทธิภาพการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลโนนอุดม อำเภอชุมแพ จังหวัดขอนแก่น (2) เปรียบเทียบประสิทธิภาพการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลโนนอุดม อำเภอชุมแพ จังหวัดขอนแก่น โดยจำแนกตามปัจจัยส่วนบุคคล (3) ศึกษาแนวทางการเพิ่มประสิทธิภาพการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลโนนอุดม อำเภอชุมแพ จังหวัดขอนแก่นประชากรที่ใช้ในการวิจัย คือ ประชาชนของตำบลโนนอุดม อำเภอชุมแพ จังหวัดขอนแก่นจำนวน 3,776 คน ใช้ขนาดตัวอย่างจำนวน 365 คน ใช้วิธีสุ่มตัวอย่างแบบบังเอิญ เครื่องมือที่ใช้เก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที ค่าความแปรปรวนทางเดียว และค่าทดสอบเชฟเฟผลการศึกษาพบว่า (1) ประสิทธิภาพการจัดเก็บภาษีรายได้โดยภาพรวมอยู่ในระดับมากและพิจารณารายด้านทั้ง 3 ด้านได้แก่ ด้านสิ่งอำนวยความสะดวกในการปฏิบัติตามกฎหมายภาษีด้านประชาสัมพันธ์ ด้านการตรวจสอบการปรับปรุงฐานข้อมูลและการติดตามผลการจัดเก็บภาษีรายได้พบว่าทุกด้านอยู่ในระดับมาก (2) ประชาชนที่มีอายุ ระดับการศึกษา และรายได้ต่างกัน มีความคิดเห็น ต่อประสิทธิภาพการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลโนนอุดม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (3) แนวทางการพัฒนาประสิทธิภาพการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลโนนอุดม อำเภอชุมแพ จังหวัดขอนแก่น มี 3 ประการได้แก่ 1) ควรจัดให้มีเจ้าหน้าที่ออกจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลโนนอุดมให้อย่างเพียงพอ 2) ควรส่งเสริมให้ประชาชนได้มีส่วนร่วมในการรับฟังและเรียนรู้เรื่องกฎหมายภาษีรายได้เพื่อการสร้างจิตสำนึกในการชำระภาษี และ3) ควรจัดให้มีกิจกรรมส่งเสริมการคืนกำไรจากการชำระภาษีรายได้อย่างต่อเนื่อง

The purposes of this study were to: (1) study the efficiency of revenue collection of Nonudom Subdistrict Administrative Organization, Chumpea District,Khon Kaen Provice (2) compare the efficiency of revenue collection of Nonudom Subdistrict Administrative Organization, Chumpea District, Khon Kaen Proviceclassified by personal factors (3) study the appropriate approach of revenue collection of Nonudom Subdistrict Administrative Organization, Chumpea District, Khon Kaen Provice. Population in this study comprised 3,776 people in Nonudom Subdistrict , Chumpea District, Khon Kaen Provice from which 400 samples were obtained. Accidental random sampling was applied. Instrument used was questionnaire. Statistical tools employed were percentage, mean, standard deviation, t-test, one-way ANOVA and Scheffe's method. The results from the study were the followings: (1) from the overall view, the efficiency of revenue collection was at high level, with high level in all aspects which were: facilities that fostered compliance with tax laws, public relations, monitoring data based improvement and following up the result of tax collecting (2) differences were found among opinions of those with different ages, educational levels, and compensation with 0.05 level of statistical significance (3) three appropriate approaches to improve revenue collection of Nonudom Subdistrict Administrative Organization, Chumpea District, Khon Kaen Provice were : 1) Nonudom Subdistrict Administrative Organization should authorize sufficient authorities to collect tax 2) encourage people to participate in listening and learning about income tax laws to enhance their awareness on tax payment 3) there should be promotion activities on profit return to those who paid income tax constantly.
