Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ลักษณะส่วนบุคคลของสมาชิกสหกรณ์นิคมบางสะพาน จำกัด 2) ระดับการมีส่วนร่วมของสมาชิกในการดำเนินงานของสมาชิกสหกรณ์นิคมบางสะพาน จำกัด 3) เปรียบเทียบระดับการมีส่วนร่วมของสมาชิกในการดำเนินงานของสหกรณ์นิคมบางสะพาน จำกัด จำแนกตาม ลักษณะส่วนบุคคลของสมาชิก 4) ปัญหาและอุปสรรคของการมีส่วนร่วมของสมาชิกในการดำเนินงานของ สหกรณ์นิคมบางสะพาน จำกัด และ 5) เสนอแนะแนวทางการมีส่วนร่วมของสมาชิกสหกรณ์นิคมบางสะพาน จำกัด ประชากรที่ใช้ในการศึกษา คือ สมาชิกสหกรณ์นิคมบางสะพาน จำกัด จำนวน 2,605 คน กำหนด ขนาดตัวอย่างโดยใช้สูตรทาโร่ ยามาเน่ ได้กลุ่มตัวอย่าง จำนวน 204 คน เครื่องมือที่ใช้ในการศึกษาคือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าความเบี่ยงเบนมาตรฐาน ทดสอบค่าที และค่าเอฟ และเปรียบเทียบความแตกต่าง โดยวิธี LSD ผลการศึกษาพบว่า 1) สมาชิกของสหกรณ์นิคมบางสะพาน จำกัด ส่วนใหญ่เป็น เพศชาย อายุ ระหว่าง 50-60 ปีการศึกษาระดับประถมศึกษา ประกอบอาชีพการทำสวนยางพารา รายได้เฉลี่ยต่อปี 100,000- 200,000 ระยะเวลาเป็นสมาชิก มากกว่า 20 ปี และการรับรู้ข้อมูลข่าวสารเกี่ยวกับสหกรณ์ รับรู้เป็นบางครั้งมาก ที่สุด ความถี่ 1-3 ครั้ง ต่อเดือน 2) ระดับการมีส่วนร่วมของสมาชิกในการดำเนินงานของสหกรณ์โดยรวมอยู่ ในระดับปานกลาง ส่วนรายด้าน พบว่า สมาชิกมีส่วนร่วมในการตัดสินใจมากที่สุด รองลงมา การมีส่วนร่วมใน การปฏิบัติงาน การมีส่วนร่วมในการควบคุมตรวจสอบ และการมีส่วนร่วมในผลประโยชน์น้อยที่สุด 3)การ เปรียบเทียบระดับการมีส่วนร่วมในการดำเนินงานของสหกรณ์พบว่า โดยรวมแตกต่างกันและเมื่อจำแนกรายด้าน ตาม ระดับการศึกษาและรายได้พบว่าแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ 0.05 4) ปัญหาและอุปสรรค ที่เกี่ยวข้องกับการมีส่วนร่วมของสมาชิกในการดำเนินงานของสหกรณ์ ได้แก่ สหกรณ์มีธุรกิจให้บริการแก่ สมาชิกไม่ครบถ้วนตามความต้องการของสมาชิก เป็นปัญหาที่มีระดับความสำคัญมากที่สุด รองลงมาขาด สิ่งจูงใจในการมีส่วนร่วมกับสหกรณ์ ไม่เข้าใจบทบาทและหน้าที่ของสมาชิกสหกรณ์ ไม่มีเวลาเข้าร่วมในการ ดำเนินธุรกิจกับสหกรณ์ ไม่ได้รับความสะดวกจากการให้บริการของคณะกรรมการและเจ้าหน้าที่สหกรณ์ การ เดินทางไม่สะดวก และเห็นว่าการมีส่วนร่วมไม่ก่อให้เกิดประโยชน์โดยตรงกับสมาชิก ตามลำดับ 5) ข้อเสนอแนะแนวทางการมีส่วนร่วมของสมาชิกคือ ต้องการให้คณะกรรมการสหกรณ์บริหารงานสหกรณ์อย่าง โปร่งใสตรวจสอบได้ให้ดำเนินธุรกิจให้มีความสอดคล้องกับการประกอบอาชีพของสมาชิกและครบวงจร ให้มี การปฏิสัมพันธ์ระหว่างสหกรณ์และสมาชิกให้มากขึ้น ให้รัฐบาลมีแนวนโยบายในการคุ้มครองสนับสนุนการใช้ ประโยชน์ที่ดินในเขตนิคมสหกรณ์ที่ชัดเจน และให้หน่วยงานที่เกี่ยวข้องส่งเสริมอาชีพให้แก่สมาชิกสหกรณ์โดย อาชีพนั้นต้องสอดคล้องกับวิถีชีวิตและอาชีพหลักของเกษตรกร
The objectives of this research were to study 1) the personal characteristics of members of Nikom Bang Saphan Cooperative, Limited, in Prachuap Khiri Khan Province; 2) their level of participation in the cooperative’s operations; 3) the relationships between personal factors and level of participation; 4) obstacles to members’ participation in the cooperative’s operations; and 5) recommendations for promoting greater member participation. The study population was the 2,605 members of Nikom Bang Saphan Cooperative, Limited, in Prachuap Khiri Khan Province, out of whom a sample population of 204 was determined using the Taro Yamane method. Data were collected using a questionnaire and statistically analyzed using frequency, percentage, mean, standard deviation, t- test, F- test, and LSD to compare differences.The results showed that 1) Most of the samples were male, in the 50-60 age range, educated to primary school level, ran rubber plantations, made annual income of 100,000- 200,000 baht, and had been members of the cooperative for more than 20 years. They reported that they received news about the cooperative about 1-3 times a month. 2) Overall, the members had a medium level of participation in the cooperative’s operations. They participated most in decision making, followed by practical work operations, auditing, and receiving benefits, in that order. 3) The personal factors of educational level and income were related to members’ level of participation to a statistically significant degree (p<0.05). 4) The most important obstacle to participation that most of the members cited was that the cooperative did not provide all the forms of business desired to meet the members’ needs. The second most important problem was that there was a lack of incentive to participate. Other problems were that members did not understand the roles and responsibilities of membership, they did not have time to participate, the cooperative’s personnel and operating committee members did not facilitate their participation, travel to the cooperative was difficult, and they did not see any direct benefit from participating. 5) The members’ recommendations for solving these problems were that the cooperative’s administrative committee should be more transparent and accountable, the cooperative should offer more forms of business that match the needs of the members’ professions, the cooperative should communicate and interact more with its members, the government should have a clear policy of supporting the use of the cooperative’s land, and related government agencies should provide occupational training for cooperative members that is compatible with their present agricultural careers.
