Abstract
การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษา (1) การรับรู้ (2) ภาพลักษณ์ปัจจุบัน (3) ภาพลักษณ์ที่พึงประสงค์ของสถาบันการประชาสัมพันธ์ กรมประชาสัมพันธ์ และ (4) เปรียบเทียบภาพลักษณ์ปัจจุบันระหว่างผู้ผ่านการฝึกอบรมที่เป็นบุคลากรของกรมประชาสัมพันธ์กับบุคลากรจากหน่วยงานภายนอก การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ กลุ่มตัวอย่าง ได้แก่ ผู้ผ่านการฝึกอบรมหลักสูตรต่าง ๆ ของสถาบันการประชาสัมพันธ์ กรมประชาสัมพันธ์ระหว่างปีงบประมาณ พ.ศ. 2561 - 2563 ประกอบด้วยบุคลากรของกรมประชาสัมพันธ์ หน่วยงานราชการ รัฐวิสาหกิจ เอกชน และประชาชนทั่วไป จำนวน 365 คน การเลือกตัวอย่างใช้วิธีการสุ่มแบบชั้นภูมิ เครื่องมือวิจัยคือแบบสอบถาม เก็บรวบรวมข้อมูลโดยการใช้แบบสอบถามออนไลน์ การวิเคราะห์ข้อมูลใช้สถิติ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการวิจัยพบว่า (1) กลุ่มตัวอย่างมีการรับรู้เกี่ยวกับสถาบันการประชาสัมพันธ์ กรมประชาสัมพันธ์โดยรวมระดับมาก (2) กลุ่มตัวอย่างระบุภาพลักษณ์ปัจจุบันเชิงบวกของสถาบันการประชาสัมพันธ์ กรมประชาสัมพันธ์โดยรวมในระดับมาก และภาพลักษณ์ปัจจุบันเชิงบวกในทุกด้านในระดับมาก ได้แก่ ด้านภาพลักษณ์หน่วยงานจัดฝึกอบรมด้านการบริหารจัดการหลักสูตรฝึกอบรม ด้านผู้บริหาร และด้านประสานงานการฝึกอบรม (3) กลุ่มตัวอย่างระบุภาพลักษณ์ที่พึงประสงค์ของสถาบันการประชาสัมพันธ์ กรมประชาสัมพันธ์ โดยรวมในระดับมาก และภาพลักษณ์ที่พึงประสงค์ในทุกประเด็นระดับมาก ได้แก่ การเป็นหน่วยงานจัดฝึกอบรมด้านการประชาสัมพันธ์และสื่อสารมวลชนที่มีคุณภาพเป็นที่ยอมรับระดับประเทศ พัฒนาหลักสูตรที่ได้มาตรฐาน พัฒนานักประชาสัมพันธ์และนักสื่อสารมวลชนให้มีทักษะการปฏิบัติงานได้ทันตามสถานการณ์ มีจรรยาบรรณาในการประกอบวิชาชีพการเป็นหน่วยงานให้คำปรึกษาการจัดหลักสูตรด้านประชาสัมพันธ์และสื่อสารมวลชนที่มีความน่าเชื่อถือ และผู้ประสานงานการฝึกอบรมมีทักษะการแก้ปัญหาเฉพาะหน้าและทักษะการทำงานบริการ และ (4) ผู้ผ่านการฝึกอบรมที่เป็นบุคลากรของกรมประชาสัมพันธ์มีภาพลักษณ์ปัจจุบันของสถาบันการประชาสัมพันธ์ทั้งในภาพรวมและรายด้านไม่แตกต่างกับบุคลากรจากหน่วยงานภายนอก
The objectives of this research were (1) to study awareness of the Public Relations Institute; (2) to study the institute's image at present; (3) to study the desired image of the Public Relations Institute; and (4) to compare the institute's image among the Government Public Relations Department personnel versus its image among outside people who came in for training sessions. This was a survey research. The sample consisted of 365 people who attended training sessions at the Public Relations Institute in the 2018-2020 budget years, including personnel of the Government Public Relations Department and outside personnel from other government agencies, state enterprises, private sector organizations and the general public. The samples were chosen through stratified random sampling. The data collection tool was an online questionnaire. Statistical analysis included frequency, percentage, mean, standard deviation and t test. The results showed that (1) Most of the samples had a high level of awareness of the Public Relations Institute. (2) Most of the samples had a highly positive image of the Public Relations Institute overall, and a highly positive image of the categories of the training unit, management of the training sessions, administrators and training coordinators. (3) Most of the samples strongly agreed with every aspect of the desired image of the Public Relations Institute, namely, an agency offering public relations and mass communications training that has high quality that is recognized on a national level, an agency that develops training curricula that are up to standard. develops public relations and mass communications personnel with the right working skills to match the present situation and who follow professional ethics, a credible agency for consulting on the organization of public relations and mass communication training sessions, and an agency that employs training coordinators who have service work skills and are able to solve problems as they arise. (4) No statistically significant differences were found between the Public Relations Institute's image at present (overall and in each category) in the opinion of the Government Public Relations Department personnel and in the opinion of outsiders who came in for training.
