Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ประสิทธิผลของแผนปฏิบัติราชการประจำปีของมหาวิทยาลัยราชภัฏกำแพงเพชร (2) ปัจจัยที่ส่งผลต่อประสิทธิผลการดำเนินงานตามแผนปฏิบัติราชการประจำปีของมหาวิทยาลัยราชภัฏกำแพงเพชร (3) เสนอแนะกลยุทธ์ของการบริหารแผนปฏิบัติราชการประจำปีของมหาวิทยาลัยราชภัฏกำแพงเพชร การวิจัยนี้เป็นการวิจัยแบบผสมวิธี ประชากร คือ (1) บุคลากรสายวิชาการและสายสนับสนุนของมหาวิทยาลัยราชภัฏกำแพงเพชร จำนวน 615 คน กลุ่มตัวอย่างจำนวน 242 คน ใช้สูตรทาโรยามาเน่ และ (2) ผู้ให้ข้อมูลสำคัญเป็นกลุ่มบุคลากรที่เกี่ยวข้องกับแผนปฏิบัติราชการประจำปีโดยตรง จำนวน 24 คน กลุ่มตัวอย่าง 5 คน ใช้วิธีการคัดเลือกแบบเจาะจง เครื่องมือการวิจัย ได้แก่ แบบสอบถามที่ใช้กับบุคลากรสายวิชาการและสายสนับสนุนของมหาวิทยาลัยราชภัฏกำแพงเพชร และแบบสัมภาษณ์ใช้กับ กลุ่มผู้ให้ข้อมูลสำคัญ การวิเคราะห์ข้อมูลเชิงปริมาณใช้ค่าเฉลี่ย ร้อยละ ค่าส่วนเบี่ยงเบนมาตรฐาน ทีเทส เอฟเทส และวิเคราะห์การถดถอยเชิงพหุคูณ การวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า (1) ระดับประสิทธิผลการดำเนินงานตามแผนปฏิบัติราชการประจำปีของมหาวิทยาลัยราชภัฏกำแพงเพชรมีไม่ต่ำกว่าร้อยละ 80 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (2) ปัจจัยการนำนโยบายไปปฏิบัติ ปัจจัยกระบวนการบริหารแผนส่งผลต่อประสิทธิผลการดำเนินงานตามแผนปฏิบัติราชการประจำปีของมหาวิทยาลัยราชภัฏกำแพงเพชร มีความสามารถในการพยากรณ์ได้ร้อยละ 52.2 (3) กลยุทธ์ที่ควรนำมาใช้ ได้แก่ การขยายเครือข่ายความร่วมมือเพิ่มมากขึ้น ส่งเสริมให้จัดกระบวนการบริหารแผนในรูปแบบออนไลน์ ทบทวนปรับปรุงแผนให้สอดคล้องกับสถานการณ์ที่อาจเปลี่ยนแปลงอย่างไม่คาดคิด และส่งเสริมสนับสนุนให้บุคลากรได้รับการพัฒนาศักยภาพมากยิ่งขึ้น
This research aimed to study (1) the effectiveness of the annual government action plan of Kamphaeng Phet Rajabhat University, (2) the factors affecting the effectiveness of the annual government action plan implementation of Kamphaeng Phet Rajabhat University and (3) to suggest strategies for managing the annual action plan of Kamphaeng Phet Rajabhat University. The research was a mixed method research. The population was 615 scholars and supporting personnels of Kamphaeng Phet Rajabhat University. The Taro Yamane formula was calculated for a sample group of 242 people. And key informants were a group of personnel directly involved in the annual government action plan, amounting to 24 people. Sample group 5 people using a specific selection method. Research tools consisted of (1) questionnaires used for academic and supporting personnel of Kamphaeng Phet Rajabhat University, (2) the interview form was used for key informants. The quantitative data were analyzed using mean, percentage, standard deviation, T-Test, F-Test and multiple regression analysis. The qualitative data were analyzed using content analysis.The results showed that (1) the effectiveness level of implementation according to the annual government action plan of Kamphaeng Phet Rajabhat University was at least 80 percent with a statistical significance at the.05 level, (2) the factors of policy implementation and the factors of the administrative plan process effected the effectiveness of the Annual Government Action Plan of Kamphaeng Phet Rajabhat University, it was able to predict two variables was 52.2%, (3) strategies should expand cooperation networks, encourage the organization of the plan management process in an online platform, review and improve plans to respond to unexpected situations, and encourage and support personnel to develop their potential even more.
