Abstract
วัตถุประสงค์ของการวิจัยเพื่อศึกษา (1) สภาพแวดล้อมและบริบททางสังคมการเมืองในช่วงก่อนการบริหารจัดการการเลือกตั้งสมาชิกสภาผู้แทนราษฎร ในวันที่ 2 กุมภาพันธ์ พ.ศ.2557 (2) ปัจจัยซึ่งเป็นสาเหตุของความล้มเหลวในการจัดการการเลือกตั้งสมาชิกสภาผู้แทนราษฎร ในวันที่ 2 กุมภาพันธ์ พ.ศ.2557 (3) การบริหารจัดการการเลือกตั้งของคณะกรรมการการเลือกตั้ง ในวันที่ 2 กุมภาพันธ์ พ.ศ.2557 และ (4) ข้อเสนอแนะแนวทางในการแก้ไขปัญหาการจัดการการเลือกตั้งสมาชิกสภาผู้แทนราษฎร การวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ ใช้การเลือกกลุ่มประชากรตัวอย่างแบบเฉพาะเจาะจง ใช้การสัมภาษณ์เชิงลึกตามแบบสัมภาษณ์และใช้วิธีการวิเคราะห์ข้อมูลเชิงพรรณนา วิเคราะห์ผลการวิจัยพบว่า (1) สภาพแวดล้อมและบริบททางสังคมการเมืองในช่วงก่อนการบริหารจัดการการเลือกตั้ง เมื่อวันที่ 2 กุมภาพันธ์ พ.ศ.2557 เกิดความขัดแย้งของขั้วอำนาจทางการเมือง 2 ฝ่ายเกี่ยวกับการเสนอร่างกฎหมายนิรโทษกรรม ซึ่งเป็นปัจจัยนำไปสู่ความขัดแย้งรุนแรงและกลายเป็นวิกฤตการณ์ทางการเมือง (2) การบริหารจัดการการเลือกตั้งท่ามกลางความขัดแย้งที่เกิดขึ้นกลายเป็นการแบ่งฝักแบ่งฝ่ายเป็นกลุ่มต่างๆในสังคม การสร้างกลุ่มอิทธิพลทางการเมืองด้วยการนำเทคโนโลยีอันทันสมัยทางการสื่อสารมาใช้ในการติดต่อสื่อสารของกลุ่มต่างๆในสังคมมีความฉับไวก้าวไกลไปทุกพื้นที่ในทุกเขตปกครอง เกิดการรวมกลุ่มของกลุ่มต่างๆอย่างรวดเร็ว จึงเป็นเหตุปัจจัยที่ทำให้คณะกรรมการการเลือกตั้งหรือกกต.ไม่สามารถจัดการการเลือกตั้งให้สำเร็จได้ตามกระบวนการทางการเมืองในระบอบประชาธิปไตยในระบบรัฐสภา (3) การปะทะกันของกลุ่มต่างๆในสังคมในระหว่างการจัดการการเลือกตั้ง นับว่าเป็นความขัดแย้งรุนแรงทางสังคมการเมือง จึงทำให้เกิดความล้มเหลวในการเลือกตั้งสมาชิกสภาผู้แทนราษฎร (4) การเลือกตั้งสมาชิกสภาผู้แทนราษฎรควรจะต้องเริ่มจากการสร้างความปรองดองด้วยการจัดกิจกรรมผ่านทางสังคมโดยใช้หลักคุณธรรมและจริยธรรม เพื่อให้เกิดความสามัคคีกลมเกลียวของประชาชน นักการเมือง และกลุ่มต่างๆในสังคม และจะต้องใช้แนวทางนิติรัฐ ซึ่งประชาชนเป็นเจ้าของอำนาจรัฐในการปกครองประเทศในการแก้ไขปัญหาต่างๆที่เกิดขึ้นในสังคม
The research objective is to study for; (1) The environment and political context of the society prior to the election of Members of the House of Representatives on February 2, 2014. (2) The factors resulting in failure of the election of Members of the House of Representatives on February 2, 2014. (3) The management resulting in failure of the election of Members of the House of Representatives on February 2, 2014. (4) The present recommendation and guidelines for resolving problems related to manage in the election of Members of the House of Representatives. This is a qualitative research, using specific population sample. The research method had used interview through in-depth sample, with qualitative analysis method to analyze the research data. Outcome of the research revealed that; The environment and political context of the society prior to the election of Members of the House of Representatives on February 2, 2014. There is a political conflict between the 2 parties over the legislative movement of amnesty bill, which potentially intensified the political climate. The election management under the political conflicts have led to severe political conflicts and unrest different political groups. As a result, the Election Commission failed to manage the election. The Election Commission should have started the mission by creating harmony through social activities based on moral and ethics so as to generate unity among people related in political and different political groups. Also, the Rule of Law should by implemented for resolving problems in the society
