ประสิทธิผลการดำเนินการประเมินรับรองความรู้ความสามารถสาขาอาชีพช่างไฟฟ้าภายในอาคารของสำนักงานพัฒนาฝีมือแรงงานประจวบคีรีขันธ์

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาประสิทธิผลการดำเนินการประเมินรับรองความรู้ความสามารถ สาขาอาชีพช่างไฟฟ้าภายในอาคารของสำนักงานพัฒนาฝีมือแรงงานประจวบคีรีขันธ์ (2) ศึกษาความสัมพันธ์ระหว่างปัจจัยด้านการดำเนินงานกระบวนการประเมินรับรองความรู้ความสามารถกับประสิทธิผลการการดำเนินการประเมินรับรองความรู้ความสามารถ สาขาอาชีพช่างไฟฟ้าภายในอาคาร ของสำนักงานพัฒนาฝีมือแรงงานประจวบคีรีขันธ์ (3) เสนอแนะการเพิ่มประสิทธิผลการดำเนินการประเมินรับรองความรู้ ความสามารถ สาขาอาชีพช่างไฟฟ้าภายในอาคาร ของสำนักงานพัฒนาฝีมือแรงงานประจวบคีรีขันธ์ ประชากรของการศึกษาครั้งนี้ ได้แก่ ผู้เข้ารับการประเมินรับรองความรู้ความสามารถสาขาอาชีพ ช่างไฟฟ้าภายในอาคาร ของสำนักงานพัฒนาฝีมือแรงงานประจวบคีรีขันธ์ จำนวน 520 คน คำนวณหากลุ่มตัวอย่างโดยใช้สูตรทาโร ยามาเน่ ที่ระดับความคลาดเคลื่อนของกลุ่มตัวอย่างที่ระดับ 0.05 ได้กลุ่มตัวอย่าง 227 คน ใช้วิธีการสุ่มตัวอย่างแบบไม่ใช้ความน่าจะเป็นแบบบังเอิญ เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าร้อยละ และการทดสอบสถิติค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการศึกษาพบว่า (1) ประสิทธิผลการดำเนินการประเมินรับรองความรู้ความสามารถ สาขาอาชีพช่างไฟฟ้าภายในอาคารของสำนักงานพัฒนาฝีมือแรงงานประจวบคีรีขันธ์โดยรวมอยู่ในระดับมาก (2) ความสัมพันธ์ระหว่างปัจจัยด้านการดำเนินงานกระบวนการประเมินรับรองความรู้ความสามารถกับประสิทธิผลการการดำเนินการประเมินรับรองความรู้ความสามารถ สาขาอาชีพช่างไฟฟ้าภายในอาคารของสำนักงานพัฒนาฝีมือแรงงานประจวบคีรีขันธ์ มีความสัมพันธ์ไปในทิศทางเดียวกัน อยู่ในระดับมีความสัมพันธ์กันสูงมาก อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) ในการเพิ่มประสิทธิผลการดำเนินการ หน่วยงานควรมีการประชาสัมพันธ์ และการโฆษณาเพื่อให้ประชาชนทั่วไป ผู้จ้างงาน และช่างไฟฟ้าภายในอาคาร ได้รับรู้เกี่ยวกับการดำเนินการประเมินรับรองความรู้ความสามารถ สาขาอาชีพช่างไฟฟ้าภายในอาคาร และควรมีการจัดสถานที่ให้กับผู้เข้ารับการประเมินฯ ระหว่างรอเข้ารับการประเมินฯ ให้เหมาะสม และควรประกาศผลการประเมินฯ และมอบหนังสือรับรองความรู้ความสามารถให้กับผู้เข้ารับการประเมินภายในวันที่เข้ารับการประเมิน

The objectives of this study were (1) to study the effectiveness of Assessment process of licensed occupation certification of electrical installation for interior of Prachuap Khiri Khan Office for Skill Development, (2) study the relationship between operating factor of competency assessment and accreditation and the effectiveness of licensed occupation certification of electrical installation for interior of Prachuap Khiri Khan Office for Skill Development, (3) to suggest the enhancement of the effectiveness of licensed occupation certification of electrical installation for interior of Prachuap Khiri Khan Office for Skill Development. The population was 520 persons whose registered for interior of Prachuap Khiri Khan Office for Skill Development and were assessed and accredited. The sample size was calculated by using Taro Yamane Formula at 0.05 of significance, therefore total sample was 227. Sample were selected by accidental sampling method . The instrument was questionnaire. Statistics used in analysis were Mean, Standard Deviation, Percentage and Pearson’s Correlation Coefficient Statistics Testing. The findings indicated that (1) overall the effectiveness of assessment process of licensed occupation certification of electrical installation for interior of Prachuap Khiri Khan Office for Skill Development was at high level, (2) the operating factor of licensed occupation certification and the effectiveness of licensed occupation certification of electrical installation for interior of Prachuap Khiri Khan Office for Skill Development were related in the same direction and at high level at 0.05 of statistical significance level, and (3) in order to enhance operating effectiveness, publicity and advertisement work unit should be available so that general public, employers and electrical installation for interior will recognize and aware of the effectiveness of licensed occupation certification of electrical installation for interior. The appropriate venue should be organized for the assesses during waiting for assessment. In addition, the assessment result should be announced and certificate of competency should be granted to the assesses within the assessment date.
