การเพิ่มขีดความสามารถในการบริหารจัดการเพื่อแก้ไขปัญหาเพลิงไหม้ของเจ้าหน้าที่ดับเพลิงสำนักป้องกันและบรรเทาสาธารณภัย กรุงเทพมหานคร

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาการบริหารจัดการ (2) แนวทางการเพิ่มขีดความสามารถในการบริหารจัดการ และ (3) ปัจจัยภายในและปัจจัยภายนอกที่มีส่วนสำคัญต่อการ เพิ่มขีดความสามารถในการบริหารจัดการของเจัาหน้าที่ดับเพลิง สำนักป้องกันและบรรเทาสาธารณภัยกรุงเทพมหานคร โดยนำ 11M ซึ่งประกอบด้วย 11 ด้าน ได้แก่ การบริหารทรัพยากรมนุษย์ การบริหาร งบประมาณ การบริหารงานทั่วไป การบริหารวัสดุอุปกรณ์ การบริหารคุณธรรม การให้บริการประชาชนการบริหารข่าวสารหรือข้อมูลข่าวสาร วิธีการ ระเบียบ แบบแผนหรือเทคนิค การบริหารเวลาหรือกรอบ เวลาที่ใช้ในการปฏิบัติงาน การประสานงานหรือการประนีประนอม และการวัดผลหรือการประเมินผลการปฏิบัติงาน มาเป็นกรอบแนวคิดในการศึกษาการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการ ทดสอบหาความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.82 สำหรับกลุ่มตัวอย่างได้แก่เจ้าหน้าที่ดับเพลิงรวม 1,359 คน การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 1 กันยายน 2551 ถึง วันที่ 30 พฤศจิกายน 2551 เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1,181 ชุด คิดเป็นรัอยละ 86.90 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่ารัอยละ ค่าเฉลี่ยการทดสอบค่าทีและการทดสอบค่าเอฟ ผลการศึกษาพบว่า กสุ่มตัวอย่าง (1) เห็นด้วยในระดับปานกลาง ว่า ปัญหาการบริหารจัดการที่สำคัญ คือ สำนักป้องกันและบรรเทาสาธารณภัยมีระบบการบำรุงรักษาวัสดุอุปกรณ์เพื่อแก้ไขปัญหาเพลิงไหม้ที่ซับซ้อนและล่าช้า (2) เห็นด้วยในระดับมาก ว่า แนวทางการเพิ่มขีดความสามารถในการบริหารจัดการ ที่สำคัญคือ การนำการสูญเสียที่เกิดจากเพลิงไหม้มาพิจารณาเพื่อหามาตรการและวิธีการป้องกันและ (3) เห็นด้วยในระดับมาก ว่า ปัจจัยภายในและปัจจัยภายนอกที่มีส่วนสำคัญต่อการเพิ่มขีดความสามารถในการบริหารจัดการของเจ้าหน้าที่ดับเพลิงสำนักป้องกันและบรรเทาสาธารณภัย ที่สำคัญ คือ ภาวะผู้นำของผู้บริหาร และการที่รัฐบาลมีนโยบายการกระจายอำนาจของรัฐบาลให้แก่สำนักป้องกันและบรรเทาสาธารณภัยเพิ่มมากขึ้น

The main objectives of this research were to study (1) management administration problems to resolve the fire problems of the fireman of the Disaster Prevention and Mitigation Department, (2) the increase of management administration capabilities guidelines to resolve the fire problems of the fireman of the Disaster Prevention and Mitigation Department, and (3) internal and external factors that took important parts of the increase of management administration capabilities to resolve the fire problems of the fireman of the Disaster Prevention and Mitigation Department, Bangkok Metropolitan Administration. The conceptual framework of the 11 M was used as conceptual framework of this study. This study was a survey research by using questionnaires. The questionnaires were pre-tested and had been checked out for validity and reliability of 0.82 level. Sample groups of 1,359 were fireman. The field data collection had been conducted during September 1 to November 30,2008. 86.9% of total questionnaires were gathered back. Statistics used in this study were percentage, mean, t-test, and f-test. The study results found that (1) the important management administration problem was the Disaster Prevention and Mitigation Department' complicated and late maintenance system of materials to resolve the fire problems; (2) the important guideline to increase of management administration capabilities was to take the major fire disaster into consideration for setting criteria and methods of prevention; and (3) the important internal and external factors that took important parts to increase the management administration capabilities to resolve the fire problems of the fireman of the Department was the executive leaderships and the increase of decentralization of government power to the Department.
