Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ ศึกษาความพร้อมในการบริหารจัดการตามแนวทางการบริหารกิจการบ้านเมืองที่ดีของโรงพยาบาลจิตเวชขอนแก่นราชนครินทร์ ทั้งนี้ได้นำแนวทางการบริหารกิจการบ้านเมืองที่ดี ซึ่งประกอบด้วย 6 หลักได้แก่ หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักความพร้อมรับผิด และหลักความคุ้มค่า มาเป็นกรอบแนวคิด การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งได้ผ่านการทดสอบ ความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถาม ประชากรที่ใช้ในการวิจัยเป็นข้าราชการ ลูกจ้างประจำ และพนักงานราชการ จำนวน 239 คน คิดเป็นร้อยละ 86.59 ของกลุ่มตัวอย่างทั้งหมด 276 คน สำหรับสถิติที่ใช้คือค่าร้อยละค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐานและการทดสอบค่าที ผลการวิจัยพบว่า กลุ่มตัวอย่างส่วนใหญ่ เห็นด้วยในระดับปานกลาง ว่าโรงพยาบาลจิตเวชขอนแก่นราชนครินทร์ มีความพร้อมในการบริหารจัดการตามแนวทางการบริหารกิจการบ้านเมืองที่ดี และในภาพรวม โรงพยาบาลจิตเวชขอนแก่นราชนครินทร์มีความพร้อมในการบริหารจัดการมากกว่าหน่วยงานอื่น ส่วนข้อเสนอแนะ เช่น โรงพยาบาลควรมีการประสานงานทั้งภายในและภายนอกหน่วยงาน ควรปรับพฤติกรรมที่คำนึงถึงผลประโยชน์ส่วนตนรวมทั้งควรส่งเสริมการ ทำงานเป็นทีม มีการจัดทำแผนสร้างตัวชี้วัดในการประเมิน เพื่อการพัฒนาที่ดี เป็นต้น
The purpose of this research was to study the management readiness in accordance with the good governance principles of the Khonkaen Jittavej Rajanakarindra Hospital (KJRH).The conceptual framework of 6 good governance principles ะ Rule of Law , Ethics,Transparency , Participation , Accountability and Value for Money were applied to this study.This study was a survey research by using questionnaires which had been pre-tested and checked for validity and reliability. The populations were the official governments and employers and the samples of the population were 239. The statistical methods used in this study were percentage, mean, standard deviation and t-test. If was found that the majority of the samples agreed at a moderate level in the management readiness in accordance with the good governance principles of the Khonkaen Jittavej Rajanakarindra Hospital and the management readiness in accordance with the good governance principles of the Khonkaen Jittavej Rajanakarindra Hospital, as a whole, was higher than that of the other organizations. Suggestions are as follows: the internal and external coorpcration of the Khonkaen Jittavej Rajanakarindra Hospital should be carried and the public regardness should be carried out and performance indicators should be set up.
