Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัจจัยที่มีความสัมพันธ์กับประสิทธิผลในการปฏิบัติงานควบคุมของเจ้าพนักงานเรือนจำในเรือนจำกลางภาคตะวันออกเฉียงเหนือ(2) ศึกษาปัญหา และอุปสรรคในการปฏิบัติงานควบคุมของเจ้าพนักงานเรือนจำในเรือนจำกลางภาคตะวันออกเฉียงเหนือกลุ่มต้วอย่างที่ใช้ในการวิจัย คือ เจ้าพนักงานเรือนจำผู้ปฏิบัติงานควบคุมในเรือนจำกลางภาคตะวันออกเฉียงเหนือ จำนวน 7 แห่ง รวมทั้งสิ้นจำนวน 246 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียรสัน และการวิเคราะห์เนื้อหาผลการวิจัยพบว่า (1) ปัจจัยที่มีความสัมพันธ์กับประสิทธิผลในการปฏิบัติงานควบคุมคือ 1) ปัจจัยด้านคุณลักษณะส่วนบุคคลได้แก่เพศและรายได้พิเศษต่อเดือนมีความสัมพันธ์กับประสิทธิผลในการปฏิบัติงานควบคุมของเจ้าพนักงานเรือนจำอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01และ 0.05 ตามลำดับ 2) ปัจจัยด้านทรัพยากรการบริหารงานเรือนจำทุกด้าน ได้แก่ เจ้าพนักงานเรือนจำงบประมาณ อุปกรณ์เครื่องมีอ อาคารสถานที่ และการจัดการ มีความสัมพันธ์กับประสิทธิผลในการปฏิบัติงานควบคุมของเจ้าพนักงานเรือนจำอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 3) ปัจจัยด้านการวางระบบควบคุมที่มีความสัมพันธ์กับประสิทธิผลในการปฏิบัติงานควบคุมของเจ้าพนักงานเรือนจำอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 ได้แก่ การจำแนกลักษณะผู้ต้องขัง การหาข่าว และการตรวจต้นส่วนการเก็บอุปกรณ์เครื่องมือมีความสัมพันธ์กับประสิทธิผลในการปฏิบัติงานควบคุมของเจ้าพนักงานเรือนจำ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (2) ปัญหาอุปสรรคในการปฏิบัติงานควบคุมที่พบสูงสุดที่ผู้ตอบแบบสอบถามระบุมาคือ อัตรากำลังเจ้าพนักงานเรือนจำไม่เพียงพอในการปฏิบัติงานรองลงมาคือ งบประมาณในการดำเนินงานควบคุมไม่เพียงพอ
The objectives of this research were the (1) study the factors relating to the effectiveness of control operation of prison officers in the Central Prisons of the Northeast Region (2) study the problems and obstacles of the officers’ control operation in the Central Prisons of the Northeast Region Samples were 246 control officers of 7 prisons in Central Prisons of Northeast Region. Instrument employed to collect data was questionnaire. Statistical tools used for data analysis were percentage, mean, standard deviation and Pearson’s Product Moment Correlation Coefficient Content analysis was also conducted. Research result revealed that (1) factors relating to the effectiveness of control operation were 1) personal characteristics factors including sex and monthly extra income which related to the effectiveness of the officers’ control operation at the 0.01 and 0.05 level of statistical significance, respectively, 2) all of managerial resource factors including prison officers, budget, equipment, facility and management related to the effectiveness of the officers’ control operation at the 0.01 level of statistical significance 3) control system factors which related to the effectiveness of the officers’ control operation at the 0.01 level of statistical significance were prisoner types classification, news searching, and inspection operation, while equipment storage related to the effectiveness of the officers’ control operation at the 0.05 level of statistical significance (2) the highest problem and obstacle specified by samples were insufficient man power followed by insufficient operational budget allotted to the prisons.
