การพัฒนาการบริหารจัดการด้านการประสานงานระหว่างตำบลและหมู่บ้านกับองค์การบริหารส่วนตำบลในอำเภอแก่งคอย จังหวัดสระบุรี

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของกลุ่มตัวอย่างต่อ (1) การบริหารจัดการ (2) ปัญหา และ (3) แนวทางการพัฒนาการบริหารจัดการด้านการประสานงานระหว่าง ตำบล และหมู่บ้าน กับองค์การบริหารส่วนตำบลในอำเภอแก่งคอย จังหวัดสระบุรี โดยนำ ปัจจัยที่มีส่วนสำคัญต่อการบริหารจัดการ ที่เรียกว่า 7M ซึ่งประกอบด้วย 7 ด้าน ได้แก่ การบริหารบุคลากร การบริหารงบประมาณ การบริหารงานทั่วไป การบริหารวัสดุอุปกรณ์ การบริหารคุณธรรม การให้บริการประชาชน และการบริหารเวลา มาเป็นกรอบแนวคิดในการศึกษา การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ รวมทั้งการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญ ในการทำวิจัยสนามได้ใช้แบบสอบถามซึ่งได้ผ่านการทดสอบ รวมทั้งการหาค่าความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับความเชื่อมั่นทางสถิติ 0.80 กลุ่มตัวอย่างมีจำนวน 1,022 คน แบ่งเป็น บุคลากรที่ปฏิบัติราชการในตำบลและหมู่บ้าน รวมทั้งบุคลากรที่ปฏิบัติราชการในองค์การ บริหารส่วนตำบลในอำเภอแก่งคอยกลุ่มตัวอย่างที่ตอบแบบสอบถามดังกล่าวซึ่งเก็บรวบรวม กลับคืนมาได้ 853 คนคิดเป็นรัอยละ 83.46 ของแบบสอบถามที่แจกออกไปทั้งหมด (1,022) ในการวิเคราะห์ข้อมูล ได้ใช้คอมพิวเตอร์และใช้สถิติ คือ ค่ารัอยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการ ทดสอบค่าที ผลการวิจัย พบว่า กลุ่มตัวอย่างส่วนใหญ่เห็นด้วยในระดับปานกลางต่อ (1) การบริหารจัดการด้านการประสานงานระหว่างตำบลและหมู่บ้านกับองค์การบริหารส่วนตำบลในอำเภอแก่งคอย (2) ปัญหาที่สำคัญ คือ ตำบลและหมู่บ้านกับองค์การบริหารส่วนตำบลในอำเภอแก่งคอยไม่ได้วางแผนบุคลากรร่วมกัน สำหรับ (3) แนวทางการพัฒนาการบริหารจัดการที่สำคัญ คือ ตำบลและหมู่บ้านกับองค์การบริหารส่วนตำบลในอำเภอแก่งคอยควรวางแผนบุคลากรร่วมกันอย่างต่อเนื่อง เพิ่มการประสานงานทั้งในระดับบุคคลและระดับหน่วยงาน นอกจากนี้ควรนำกรอบแนวคิด 7M ไปปรับใช้ในการบริหารจัดการด้วย

The purposes of this study were to explore the opinions of the samples on (1) the management administration, (2) the problems, and (3) the development guidelines of the management administration in terms of coordination between subdistrict and village with the subdistrict administrative organization in Kaengkhoi District, Saraburi Province. The conceptual framework of 7M: Man, Money, Management, Material, Morality, Market, and Minute was applied in this study. The study was a survey research and in-dept interview. Questionnaires used for field research had been pre-tested and checked for validity including reliability at the statistical significant 0.80 level. Samples of 1,022 divided into personnel working in subdistrict and village as well as those working in the subdistrict administrative organization in Kaengkhoi District. The questionnaires were retrieved at the amount of 853 (83.46%). Computer and statistics of percentage, arithmetic mean, standard deviation, and t-test were employed. The results of the study showed that most of the samples agreed (1) the management administration in terms of coordination between subdistrict and village with the subdistrict administrative organization in Kaengkhoi District was the moderate level. (2) Important problem was that subdistrict and village as well as the subdistrict administrative organization in Kaengkhoi District did not conduct their personnel plan together. (3) Important development guideline of the management administration was that they should continuously conduct their personnel plan together, and should increase coordination on both personal and organizational levels. Moreover, they should also apply the 7M concept to their management administration as well.
