ความคิดเห็นของบุคลากรเกี่ยวกับการนำหลักธรรมาภิบาลมาใช้ในการบริหารงานของเทศบาลตำบลในอำเภอสรรพยา จังหวัดชัยนาท

Abstract

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นของบุคลากรเกี่ยวกับการนำหลักธรรมาภิบาลมาใช้ในการบริหารงานของเทศบาลตำบลภายในอำเภอสรรพยา จังหวัดชัยนาท (2) เปรียบเทียบความคิดเห็นของบุคลากรเกี่ยวกับการนำหลักธรรมาภิบาลมาใช้ในการบริหารงานของเทศบาลตำบลภายในอำเภอสรรพยา จังหวัดชัยนาท จำแนกตามพื้นที่ และ (3) ศึกษาปัญหา อุปสรรค และข้อเสนอแนะการนำหลักธรรมาภิบาลมาใช้ในการบริหารงานของเทศบาลตำบลภายในอำเภอสรรพยา จังหวัดชัยนาท การศึกษาครั้งนี้เป็นการศึกษาประชากรทั้งหมด ได้แก่ พนักงานเทศบาล ลูกจ้างประจำ พนักงานจ้างภารกิจ และพนักงานจ้างทั่วไป ที่ปฏิบัติงานอยู่ในเทศบาลตำบลภายในอำเภอสรรพยา จังหวัดชัยนาท จำนวน 8 เทศบาล จำนวน 200 คน เครื่องมือที่ใช้ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว ผลการศึกษา พบว่า (1) ความคิดเห็นของบุคลากรเกี่ยวกับการนำหลักธรรมาภิบาลมาใช้ในการบริหารงานของเทศบาลตำบลภายในอำเภอสรรพยา จังหวัดชัยนาทในภาพรวมอยู่ในระดับมาก เมื่อจำแนก เป็นรายด้านพบว่า ความคิดเห็นด้านหลักนิติธรรมมีค่าเฉลี่ยสูงสุด ส่วนด้านหลักความโปร่งใส มีค่าเฉลี่ยต่ำสุด (2) เมื่อเปรียบเทียบความคิดเห็นของบุคลากรเกี่ยวกับการนำหลักธรรมาภิบาลมาใช้ในการบริหารงานของเทศบาลตำบลภายในอำเภอสรรพยา จังหวัดชัยนาท จำแนกตามพื้นที่ ในภาพรวมพบว่า ไม่มีความแตกต่างกัน โดยความคิดเห็นของบุคลากรเทศบาลตำบลสรรพยา มีค่าเฉลี่ยสูงสุด (3) ปัญหา และอุปสรรค เกี่ยวกับการนำหลักธรรมาภิบาลมาใช้ในการบริหารงาน ได้แก่ เทศบาลขาดการส่งเสริมให้บุคลากรได้อบรมความรู้ด้านกฎหมาย เทศบาลขาดการประชาสัมพันธ์ข่าวสารข้อมูลต่าง ๆ ให้ประชาชนได้รับทราบ และการใช้จ่ายงบประมาณของเทศบาลไม่เกิดความคุ้มค่า ข้อเสนอแนะเกี่ยวกับการนำหลักธรรมาภิบาลมาใช้ในการบริหารงาน ได้แก่ เทศบาลควรจัดการอบรมหรือส่งเสริมให้ผู้บริหารท้องถิ่น และบุคลากรเข้ารับการอบรมเพื่อเพิ่มความรู้ในด้านกฎหมาย ระเบียบข้อบังคับที่ใช้ในการปฏิบัติหน้าที่ เทศบาลควรประชาสัมพันธ์ข่าวสารข้อมูลต่าง ๆ ให้ประชาชนได้รับทราบมากยิ่งขึ้น และควรจัดทำวารสารท้องถิ่นแจกให้ประชาชนในพื้นที่ และการบริหารงานในองค์กรจะต้องยึดหลักการทำงานให้มีประสิทธิภาพและงานที่ได้จะมีความคุ้มค่า

The purposes of this research were to (1) study officials’ opinions on the implementation of good governance principles in the administration of Sub-district Municipalities in Sapphaya District, Chai Nat Province (2) compare officials’ opinions on the implementation of good governance principles in the administration of Sub-district Municipalities in Sapphaya District, Chai Nat Province, classified by areas (3) study problems and suggestions to improve the implementation of good governance principles in the administration of Sub-district Municipalities in Sapphaya District, Chai Nat Province. This research studied whole population consisted of 200 officials of 8 Subdistrict Municipalities in Sapphaya District, Chai Nat Provice. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation, and One-way ANOVA. The results revealed that (1) officials’ opinions on the implementation of good governance principles in the administration of Sub-district Municipalities in Sapphaya District, Chai Nat Province were at high level, with the highest mean on rules of laws aspect, and the lowest mean on transparency aspect (2) when compared the opinions, no differences were found among opinions of officials from different offices, it was also found that, opinion of officials at Sapphya Sub-district Municipality had the highest mean (3) major problems of the implementation of good governance principles in the administration were: officials were lack of training on rules of laws concerned, the office expenses were lack of value for money, civilian in the area were not enough informed of the offices' operation, recommendations were: the offices should provide training on laws and regulations concerned to the officials, local people should be informed of more information through public relations activities, local pamphlet should be published and distributed to the public, moreover, the organizations should administer on the basis of managerial principles thoroughly to enhance operational efficiency and worthy operation.
