Abstract
การศึกษาแนวทางการแก้ไขปัญหา หนี้ค้างชำระกองทุนสงเคราะห์เกษตรกรของสหกรณ์การเกษตรและกลุ่มเกษตรกรในจังหวัดอุดรธานีมีวัตถุประสงค์เพื่อศึกษาสภาพการกู้ยืมเงินและการชำระคืนเงินกู้ ของสหกรณ์การเกษตร และกลุ่มเกษตรกรที่กู้ยืมเงินกองทุนสงเคราะห์เกษตรกร ปัญหาและอุปสรรคในการส่งชำระคืนเงินกู้กองทุนสงเคราะห์ เกษตรกรและแนวทางในการแก้ไขปัญหาการค้างชำระหนี้ของสหกรณ์การเกษตรและกลุ่มเกษตรกรที่กู้ยืมเงินกองทุนสงเคราะห์เกษตรกร
ผู้ศึกษาได้ดำเนินการเก็บรวบรวมข้อมูลโดยใช้รายงานกิจการประจำปี งบการเงินที่ผู้สอบบัญชีได้รับรองแล้ว ของสหกรณ์การเกษตรและกลุ่มเกษตรกร จำนวน 6 สหกรณ์ 9 กลุ่มเกษตรกรแล้วนำมาวิเคราะห์อัตราส่วนทางการเงิน และใช้ข้อมูลจากแบบสัมภาษณ์คณะกรรมการดำเนินการ จำนวน 6 สหกรณ์ 9 กลุ่มเกษตรกร นำมาจัดหมวดหมู่ และวิเคราะห์เนื้อหาเพื่อให้เห็นถึงสถานการณ์ในการดำเนินธุรกิจของสหกรณ์การเกษตรและกลุ่มเกษตรกร ผลการศึกษา มีดังนี้ 1) สภาพคล่องทางการเงิน ดูจากอัตราส่วนทุนหมุนเวียนของสหกรณ์การเกษตรและกลุ่มเกษตรกรในจังหวัดอุดรธานีที่กู้ยืมเงินกองทุนสงเคราะห์เกษตรกร พบว่า สภาพคล่องทางการเงินยังไม่ดี มีสินทรัพย์หมุนเวียนน้อยไม่เพียงพอที่จะไปชำระหนี้ระยะสั้นได้ 2) ด้านการก่อหนี้ ดูจากอัตราหนี้สินทั้งสิ้นต่อทุนของสหกรณ์การเกษตรและกลุ่มเกษตรกร พบว่า สหกรณ์การเกษตรและกลุ่มเกษตรกรมีอัตราส่วนสูงกว่าเกณฑ์มาตรฐาน 3) ด้านการทำกำไร ดูจากอัตราส่วนผลตอบแทนต่อสินทรัพย์และอัตราผลตอบแทนต่อส่วนของทุน พบว่า สหกรณ์การเกษตรและกลุ่มเกษตรกรมีประสิทธิภาพในการทำกำไรค่อนข้างต่ำ 4) สหกรณ์การเกษตรและกลุ่มเกษตรกรในจังหวัดอุดรธานีที่กู้ยืมเงินกองทุน
สงเคราะห์เกษตรกร ส่วนใหญ่นำเงินกู้จากกองทุน สงเคราะห์เกษตรกร ไปใช้ตามวัตถุประสงค์โดยให้สมาชิกกู้ยืมและจัดซื้อปุ๋ยเพื่อใช้ในการผลิตทางการเกษตร 5) การส่งชำระหนี้เงินกู้กองทุนสงเคราะห์เกษตรกร ส่วนใหญ่ พบวาสหกรณ์
การเกษตรและกลุ่มเกษตรกร ไม่มีการส่งชำระหนี้คืนกรมส่งเสริมสหกรณ์ เนื่องจากสหกรณ์การเกษตรและกลุ่มเกษตรกรมีรายได้ไม่เพียงพอต่อรายจ่าย 6) ปัญหา อุปสรรคในการส่งชำระหนี้กองทุนสงเคราะห์เกษตรกรคืนกรมส่งเสริมสหกรณ์
ของสหกรณ์การเกษตรและกลุ่มเกษตรกร พบว่า ด้านสมาชิกไม่มีรายได้ที่เพียงพอจึงทำให้ไม่สามารถส่งชำระหนี้คืนต่อสหกรณ์การเกษตรและกลุ่มเกษตรกร และส่งผลให้สหกรณ์การเกษตรและกลุ่มเกษตรกรไม่สามารถส่งชำระหนี้คืนกรม
ส่งเสริมสหกรณ์ได้ 7) แนวทางการแก้ไข สำนักงานสหกรณ์จังหวัดควรเร่งรัดหนี้จากสหกรณ์การเกษตรและกลุ่มเกษตรกรโดยทำหนังสือแจ้งเตือนให้สหกรณ์การเกษตรและกลุ่มเกษตรกรทราบถึงกำหนดระยะเวลาการส่งชำระหนี้คืน
โดยเตือนก่อนถึงกำหนดชำระ 3 เดือน หลังจากนั้นให้แจ้งเตือนเป็นระยะ ๆ จนกระทั้งถึงวันกำหนดชำระ พร้อมทั้งนำเสนอเข้าที่ประชุมคณะกรรมการดำเนินการเพื่อพิจารณา
The study “Approaches for Agricultural Cooperatives and Farmer Groups in Udon Thani Province to Resolve Outstanding Debt to the Relief Fund for Farmers” The purposes of this study raising a money loan and repayying of Agricultural Cooperatives and Farmer Groups Debt to Fund for Farmers The problem and an obstacle repayying Debt to Fund for Farmers and Approaches for Agricultural Cooperatives and Farmer Groups in Udon Thani Province to Resolve Outstanding Debt to the Relief Fund for Farmers The sample groups of Accounting report The yearly, Financial Statement with Generally Accepted Acconting Principles of Agricultural Cooperatives and Farmer Groups total 6 Agricultural Cooperatives 9 Farmer Groups bring Financial ratio analysis and interview committee managers and the Agricultural Cooperatives and Farmer Groups officials was also employed total 6 Agricultural Cooperatives 9 Farmer Groups bring category and substance analysis for see arrive at the situation in proceeding business of Agricultural Cooperatives and Farmer Groups The study results found that: 1) Liquidity Financial ratios from Current Ration of Agricultural Cooperatives and Farmer Groups in Udon Thani Province the loan Fund for Farmers results found Liquidity Financial ratios Unfavorable have Assets Liabilities a little not enough Outstanding Debt to the Relief Fund for Farmers 2) Leverage ratios from Debt/Net Worth Ratio of Agricultural Cooperatives and Farmer Groups results found Agricultural Cooperatives and Farmer Groups have ratio more than the standard 3) Profitability ratios from Return on Total Assers and Return on Net Worth results found Agricultural Cooperatives and Farmer Groups have efficiency make a profit is low 4) Agricultural Cooperatives and Farmer Groups in Udon Thani Province to Resolve Outstanding Debt to the Relief Fund for Farmers majority the loan from Fund for Farmers the objective: give member a loan and buy the fertilize for use in way agriculture production 5) The repays Debt to the Relief Fund for Farmers majority results found Agricultural Cooperatives and Farmer Groups do not repay Cooperatives Promotion Department because of Agricultural Cooperatives and Farmer Groups have Revenue not enough on cost 6) The problem and an obstacle repayying Debt to Fund for Farmers and Approaches for Agricultural Cooperatives and Farmer Groups return Cooperatives Promotion Department of Agricultural Cooperatives and Farmer Groups results found member no enough Revenue then can not return Agricultural Cooperatives and Farmer Groups and affect Agricultural Cooperatives and Farmer Groups then can not return Cooperatives Promotion Department 7) Approaches Cooperatives Province Office should rush a debt from Agricultural Cooperatives and Farmer Groups by pretend a book inform warn give Approaches Cooperatives Province know period of time repays by warn before due pay 3 month thereafter inform warn sporadically until arrive at day fix pay together with present reach the meeting place committee managers for consider.
