Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) บทบาทของนายอำเภอน้ำหนาวที่มีต่อกระบวนการงบประมาณของจังหวัดเพชรบูรณ์ (2) ปัญหาและสาเหตุ ตลอดจนแนวทางการแก้ไขปัญหาในการเข้าไปมีบทบาทของนายอำเภอน้ำหนาวในกระบวนการงบประมาณของจังหวัดเพชรบูรณ์ การศึกษานี้เป็นการวิจัยเชิงคุณภาพ ซึ่งมีรูปแบบเป็นการวิจัยเชิงสำรวจ โดยมีวิธีการศึกษา 2 ประการ ได้แก่ 1) การศึกษาข้อมูลจากเอกสาร และ 2) การศึกษาภาคสนาม โดยแบ่งย่อยเป็น 2 แนวทาง ประกอบด้วยการสัมภาษณ์เชิงลึกและการสนทนากลุ่ม ประชากรในงานวิจัยชิ้นนี้ คือ พื้นที่อำเภอน้ำหนาว จังหวัดเพชรบูรณ์ กลุ่มตัวอย่าง คือ ผู้ให้ข้อมูลสำคัญ ซึ่งได้รับการสุ่มกลุ่มตัวอย่างโดยวิธีการเลือกแบบเฉพาะเจาะจง เนื่องจากเป็นผู้เกี่ยวข้องที่สามารถให้คำตอบต่อปัญหาการวิจัยได้โดยตรง รวมจํานวนทั้งสิ้น 15 คน สรุปผลการศึกษาได้ดังนี้ (1) บทบาทของนายอำเภอน้ำหนาวในกระบวนการงบประมาณของจังหวัดเพชรบูรณ์ ได้แก่ 1) ด้านการวางแผนงบประมาณ นายอำเภอมีบทบาทในการทบทวนผลการดำเนินงานและการจัดทําแผนพัฒนาอำเภอและแผนพัฒนาจังหวัด 2) ด้านการจัดทํางบประมาณ นายอำเภอมีบทบาทในการเสนอแผนความต้องการของอำเภอต่อจังหวัด 3) ด้านการอนุมัติงบประมาณ นายอำเภอยังได้รับมอบหมายจากผู้ว่าราชการจังหวัดในการชี้แจงต่อคณะกรรมาธิการวิสามัญพิจารณาร่างพระราชบัญญัติงบประมาณรายจ่ายประจำปีทั้งในชั้นสภาผู้แทนราษฎรและวุฒิสภา 4) ด้านการบริหารงบประมาณ นายอำเภอต้องจัดทําแผนการปฏิบัติงานและแผนการใช้จ่ายงบประมาณส่งให้จังหวัด รวบรวมเพื่อเสนอไปยังสํานักงบประมาณดำเนินโครงการในพื้นที่และเบิกจ่ายงบประมาณ 5) ด้านการติดตามประเมินผลงบประมาณ นายอำเภอจะต้องรายงานข้อมูลความก้าวหน้าของการดำเนินงานส่งให้จังหวัดเพื่อส่งไปยังสำนักงบประมาณและจัดเตรียมเอกสารเพื่อรอรับการตรวจจากหน่วยตรวจสอบภายในของจังหวัดและสํานักงานตรวจเงินแผ่นดิน (2) ปัญหาในการเข้าไปมีบทบาทของนายอำเภอน้ำหนาวในกระบวนการงบประมาณของจังหวัดเพชรบูรณ์ ได้แก่ 1) ปัญหาแผนพัฒนาอำเภอ ไม่ได้รับการยอมรับ 2) ปัญหาสัดส่วนวงเงินงบประมาณของจังหวัดเมื่อเทียบกับภาพรวมต่ำ 3) ปัญหาข้อเสนอแผนงานโครงการของอำเภอไม่ได้รับการตอบสนองจากจังหวัด 4) ปัญหาความยุ่งยากในการจัดทําเอกสารงบประมาณ 5) ปัญหาการพิจารณาในชั้นกรรมาธิการไม่มีมาตรฐาน 6) ปัญหาการแทรกแซงจากฝ่ายการเมือง 7) ปัญหาการเบิกจ่ายงบประมาณล่าช้า 8) ปัญหาการขาดผู้มารับช่วงต่อในโครงการที่ต้องมีการดูแลบำรุงรักษาอย่างต่อเนื่อง 9) ปัญหาการขาดการมีส่วนร่วมของประชาชนในการตรวจสอบการใช้จ่ายงบประมาณ 10) ปัญหาการติดตามประเมินผลงบประมาณมีประสิทธิภาพจำกัด ทั้งนี้ โดยมีการวิเคราะห์สาเหตุและสังเคราะห์แนวทางการแก้ไขปัญหาอย่างเป็นระบบสอดคล้องกับแนวคิดทฤษฎีหลักการทางรัฐประศาสนศาสตร์และข้อค้นพบที่ได้จากการวิจัย
The purpose of this research were to study: (1) the role of the Nam Nao Chief District Officer (CDO) on the budget process of Phetchabun Province, (2) problems and causes as well as a solutions to the problem approached to the role of the Nam Nao CDO in the budget process of Phetchabun Province. This study is a qualitative research, which is in the form of survey research. There are two study methods which are 1) document data study and 2) field study. The research instruments were in-depth interviews and group discussions. The area of study in this research is Nam Nao District, Phetchabun Province. The key informants were the relevant person who can directly answer the research problem, which were sampled by a purposive sampling method. A total is 15 people. The results of this research can be summarized as follows: (1) Roles of the Nam Nao CDO in the budget process of Phetchabun Province are as follows; 1) Budget planning: The CDO has a role in reviewing the operating results and the preparation of the district and provincial development plan. 2) Budgeting preparation: The CDO has a role in proposing the district's demand plan to the province. 3) Budget adoption: The CDO may be assigned by the provincial governor to clarify to the Extraordinary Committee to consider the annual budget expenditure bill in both the House of Representatives and the Senate. 4)Budget execution: The CDO must prepare an action plan and a budget expenditure plan to send to the province to collect for submission to the Budget Bureau. Implement projects in the area and disburse the budget. 5) Budget monitoring and evaluation: The CDO must report the progress of the operation to the province for submission to the Budget Bureau and prepare documents to wait for inspection from the provincial internal audit unit and the Office of the Auditor General. (2) Problems in the role of the Nam Nao CDO in the budget process of Phetchabun Province are: 1) the problem of the district development plan not being accepted 2) the problem of the proportion of the budget limit of the province compared to the overall low 3) the problem of the proposal of the plan projects of the district were not responded to by the province 4) the problem of difficulty in preparing budget documents 5) the problems of the committee considering without standards 6) Problems with interference from political parties 7) Problems in budget disbursement delays 8) Problems of some projects that require ongoing maintenance and lack of successors 9) Problems of Lack of public participation in budget expenditure monitoring 10) Problems in monitoring and assessing budgets with limited efficiency. In addition, there are systematically analyzing the causes and synthesizing solutions to problems in accordance with the concepts, theories, principles of public administration and research findings.
