การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาระบบฐานข้อมูลการเพิกถอนสิทธิเลือกตั้งของ
สํานักงานคณะกรรมการการเลือกตั้งระบบฐานข้อมูลที่พัฒนาขึ้นครอบคลุมข้อมูลต่าง ๆ ที่เกี่ยวกับการเพิกถอนสิทธิเลือกตั้งของสํานักงานคณะกรรมการการเลือกตั้ง โดยมีฟังก์ชันการทํางาน 3 ด้าน ได้แก่ การจัดเก็บข้อมูล การค้นหาข้อมูลทั้งแบบง่ายและแบบซับซ้อน และการรายงานผล การวิจัยนี้เป็นการวิจัยเชิงพัฒนาวิธีการพัฒนาระบบใช้หลักการของวงจรการพัฒนาระบบสารสนเทศเริ่มจากการกําหนดปัญหาและการศึกษาความเป็นไปได้โดยสัมภาษณ์บุคลากรของสํานักงานคณะกรรมการการเลือกตั้ง จํานวน 19 คน ทั้งกลุ่มผู้บริหารและพนักงานการเลือกตั้งจากนั้นวิเคราะห์ออกแบบ และพัฒนาระบบ โดยใช้โปรแกรม MySQL และโปรแกรมภาษา PHP ภายใต้ระบบปฏิบัติการ Microsoft Windows XP Professional หลังจากนั้นได้ให้ผู้บริหารและพนักงานของสํานักงานคณะกรรมการการเลือกตั้ง จํานวน 42 คน ทดลองใช้และประเมินความพึงพอใจที่มีต่อระบบฐานข้อมูลที่พัฒนาขึ้น ผลการวิจัยทําให้ได้ระบบฐานข้อมูลที่สามารถบันทึกแก้ไขค้นหาและรายงานข้อมูลที่จําเป็นได้อย่างสะดวกเพื่อประโยชน์ในการจัดการงานทะเบียนเพิกถอนสิทธิเลือกตั้งของสํานักงานคณะกรรมการการเลือกตั้งอย่างมีประสิทธิภาพ ผลการประเมินของผู้ใช้ระบบพบว่าผู้ใช้ส่วนใหญ่มีความพึงพอใจทั้งด้านการจัดเก็บข้อมูล การค้นหาข้อมูล การรายงานผล และภาพรวมของระบบในระดับมาก
The purpose of the research was to develop a disfranchisement database system for the Office of the Election Commission of Thailand(ECT). The database system covered various data concerning ECT’s disfranchisement. It’s functions included storing, basic and advanced searching, and reporting. This study was research and development. The system development life cycle methodology was used, starting with defining problems and then a feasibility study through interviewing19 ECT employees, both at managerial and operational levels. The researcher then analyzed, designed and developed the system by using MySQL and PHP language under the Microsoft Windows XP Professional operating system. The evaluation of the system was then carriedoutby42 ECT employees. The database system resulting from this study allowed convenient storage, updating, searching, and reporting necessary data for efficient management of ECT’s disfranchisement. The evaluation by the users revealed that most users were highly satisfied with the system in all aspects, i.e., storing, searching, reporting and the overall system.
