Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์
1. เพื่อศึกษาทักษะการบริหารที่จำเป็น
ผู้บริหารและผู้ปฏิบัติการ
2. เพื่อศึกษาความต้องการในการพัฒนาทักษะการบริหารของผู้บริหารคุรุสภา ตาม
ความเห็นของผู้บริหารและผู้ปฏิบัติการ
3. เพื่อเปรียบเทียบความคิดเห็นเกี่ยวกับทักษะที่จำเป็นในการบริหารและ ความต้องการ
ในการพัฒนาทักษะของผู้บริหารคุรุสภา ระหว่างผู้บริหารกับผู้ปฏิบัติการ
กลุ่มตัวอย่างที่ใช้ศึกษา ได้แก่ เจ้าหน้าที่ผู้ปฏิบัติงานคุรุสภาในปี พ.ศ. 2539 ประกอบ
ด้วย ผู้บริหารจำนวน 568 คน ผู้ปฏิบัติการ จำนวน 100 คน รวมทั้งสิ้น จำนวน 668 คน
เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า (Rating
Scale)สถิติที่ใช้ในการวิจัย มีค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test) การ
วิเคราะห์ ความแปรปรวน (ANOVA) และการเปรียบเทียบความแตกต่างของค่าเฉลี่ยด้วยวิธีการ
ของเชฟเฟ่
ผลการวิจัย
1. ความคิดเห็นของผู้บริหารเกี่ยวกับทักษะที่จำเป็นในการบริหาร และความต้องการใน
การพัฒนาของผู้บริหารพบว่า ทักษะทั้ง 3 ด้าน อันได้แก่ ด้านเทคนิค ด้านมนุษย์และด้านมโนมติมี
ความจำเป็นและมีความต้องการพัฒนาในระดับมาก โดยเห็นว่าด้านมนุษย์มีความจำเป็นและต้อง
การพัฒนามากในอันดับแรก รองลงมา คือ ด้านเทคนิค และด้านมโนมติตามลำดับ โดยมีองค์
ประกอบที่จำเป็นในการบริหารและความต้องการในการพัฒนาของผู้บริหารอันดับแรก คือ การ
จูงใจและบำรุงขวัญสำหรับผู้บริหารคุรุสภาตามความเห็นของ
2. ความคิดเห็นของผู้ปฏิบัติการเกี่ยวกับทักษะที่จำเป็นในการบริหารและความต้องการ
ในการพัฒนาของผู้บริหาร พบว่า ทักษะทั้ง 3 ด้าน อันได้แก่ ด้านเทคนิค ด้านมนุษย์ และค้าน
มโนมติมีความจำเป็นและมีความต้องการพัฒนาในระดับมาก โดยคิดเห็นว่าด้านเทคนิคมีความจำ
เป็นและต้องการพัฒนามากเป็นอันดับแรก รองลงมา คือ ด้านมนุษย์และด้านมโนมติตามลำดับ
โดยมีองค์ประกอบที่จำเป็นในการบริหารอันดับแรก คือ การใช้หลักธรรม และองค์ประกอบที่
ต้องการพัฒนาของผู้บริหารอันดับแรก คือ กระบวนการกลุ่มและการติดต่อสื่อความหมาย
3. ผู้บริหารกับผู้ปฏิบัติการมีความคิดเห็นเกี่ยวกับทักษะที่จำเป็นในการบริหารและ
ความต้องการในการพัฒนาของผู้บริหาร ที่แตกต่างกันทั้ง 3 ด้าน อย่างมีนัยสำคัญทางสถิติที่ระดับ
0.05 ทุกด้าน โดยผู้บริหารเห็นว่าทักษะที่จำเป็นและต้องการพัฒนามากตามลำดับ คือ ด้านมนุษย์
ด้านเทคนิค และด้านมโนมติ ส่วนผู้ปฏิบัติการเห็นว่า ทักษะที่จำเป็นในการบริหารและต้องการ
พัฒนามากเรียงตามลำดับ คือ ด้านเทคนิค ด้านมนุษย์ และด้านมโนมติ
The objectives of this research were : 1. To study the essential administrative skills for the Teachers Council of Thailand's administrators, according to the opinions of administrators and supporting staff members. 2. To study the needs of administrative skills to be developed for the Teachers Council of Thailand's administrators, according to the opinions of administrators and supporting staff members 3. To compare the opinions of those administrators and supporting staff members on essential administrative skills and the needs to be developed for the Teachers Council of Thailand. The sample used in this study were 668 personnel of the Teachers Council of Thailand in 1996, consisting of 568 administrators and 100 supporting staff members. The instruments used in the research were a questionnaire and a rating scale form. The statistics used in the research were the percentage, standard deviation, t-test, ANOVA and Sheffe"s method. The research findings were : 1. Regarding the opinions of the administrators on essential administrative skills and the needs to be developed for the Teachers Council of Thailand administrators, it was found that all three skills; i.e. the technical skill, the human skill and the conceptual skill; were required and needed to be developed at the high level. In addition, they commented that the human skill was required and needed to be developed at the first priority for them. Whereas, the techinical skill and the conceptual skill were the second and third, respectively. The first two necessity subcategories of the essential administrative skills needed to be developed were motivation and morale support. 2. The supporting staff members opinion on the essential administrative skills and the needs to be developed for administrators were that all the three skills were required and needed to be developed at the high level. They also commented that the essential administrative skills needed to be developed for them were technical skill, human skill, and the conceptual skill; respectively, The most important subcategory of the essential administrative skills; was virtue and of administrative skills needed to be developed were group process and communication. 3. Finally, it was found that the opinions of administrators and supporting staff members on the essential administrative skills and the need to be developed were significantly different (p <0.05) The administrators agreed that the human skill, technical skill, and conceptual skill; respectively, were the essential administrative skills and the needs to be developed for administrators, while the supporting staff members pointed that technical skill, human skill, and conceptual skill; respectively, were the essential administrative skills and the needs to be developed for administrators.
