Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัจจัยด้านการปฏิบัติงานที่มีต่อประสิทธิภาพงานอนุมัติยกเว้นภาษีสรรพสามิตสินค้าน้ำมันเชื้อเพลิงที่ส่งออกนอกราชอาณาจักร จากการใช้ระบบงานคืน ยกเว้นและลดหย่อนภาษี (2) ศึกษาระดับประสิทธิภาพงานอนุมัติยกเว้นภาษีสรรพสามิตสินค้าน้ำมันเชื้อเพลิงที่ส่งออกนอกราชอาณาจักร และ (3) เปรียบเทียบความคิดเห็นเกี่ยวกับประสิทธิภาพงานอนุมัติยกเว้นภาษีสรรพสามิตสินค้าน้ำมันเชื้อเพลิงที่ส่งออกนอกราชอาณาจักร จำแนกตามปัจจัยส่วนบุคคลประชากรที่ใช้ในการศึกษาครั้งนี้ ได้แก่ เจ้าหน้าที่ผู้ปฏิบัติงานเกี่ยวข้องกับงานส่งออกและอนุมัติยกเว้นภาษีสรรพสามิตสินค้าน้ำมันเชื้อเพลิงที่ส่งออกนอกราชอาณาจักร จำนวน 52 คนเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม การวิเคราะห์ข้อมูลโดยการหาค่าความถี่ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า (1) ปัจจัยด้านการปฏิบัติงานที่มีต่องานอนุมัติยกเว้นภาษีสรรพสามิตสินค้าน้ำมันเชื้อเพลิงที่ส่งออกนอกราชอาณาจักร ในภาพรวมอยู่ในระดับป่านกลาง เมื่อพิจารณารายด้านพบว่า ปัจจัยด้านสภาพแวดล้อมของการปฏิบัติงานมีผลต่อประสิทธิภาพงานอนุมัติยกเว้นภาษีสรรพสามิตสูงสุด รองลงมาคือ ด้านกฎหมาย/ระเบียบ และน้อยที่สุดคือ ด้านเทคโนโลยีของระบบ (2) ประสิทธิภาพงานอนุมัติยกเว้นภาษีสรรพสามิตสินค้าน้ำมันเชื้อเพลิงที่ส่งออกนอกราชอาณาจักร ตามคิดเห็นของเจ้าหน้าที่ผู้ปฏิบัติงาน ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้านพบว่า มีความคิดเห็นด้านผลผลิตหรือผลงานที่ได้รับมากที่สุด รองลงมาคือ ด้านความพึงพอใจในผลงานที่ออกมาและน้อยที่สุดคือ ด้านปัจจัยนำเข้าหรือทรัพยากรทางการบริหารที่ใช้ไป และ (3) การเปรียบเทียบประสิทธิภาพงานอนุมัติยกเว้นภาษีสรรพสามิตสินค้าน้ำมันเชื้อเพลิงที่ส่งออกนอกราชอาณาจักรจำแนกตามปัจจัยส่วนบุคคลพบว่า เพศที่ต่างกัน มีผลต่อประสิทธิภาพงานอนุมัติยกเว้นภาษีสรรพสามิตสินค้าน้ำมันเชื้อเพลิงที่ส่งออกนอกราชอาณาจักร แตกต่างกันอย่างมีนัยสำคัญที่ระดับ 0.05 โดยเพศชายมีระดับความคิดเห็นต่อประสิทธิภาพสูงกว่าเพศหญิงในทุกด้าน ส่วนปัจจัยด้านอายุระดับการศึกษา สถานภาพสมรส ตำแหน่ง ระดับตำแหน่งงาน ระดับการศึกษา และระยะเวลาการทำงาน มีความคิดเห็นต่อประสิทธิภาพไม่แตกต่างกัน
The objectives of the study were: (1) to investigate the operation factors affecting the efficiency of the approval on excise tax exemption for exported petroleum products employing the work system on tax refund, tax exemption and tax deduction; (2) to examine the efficiency level of the approval on excise tax exemption for exported petroleum products; and (3) to compare the opinions regarding the efficiency of the approval on excise tax exemption for exported petroleum products classified by personal factors. The population of the study were 52 operation officers handling of export and approval on excise tax exemption for exported petroleum products. Questionnaires were used as a tool of data collection and data analysis was described as frequency, percentage, mean and standard deviation. The findings of the study indicated that: (1) the overall operation factors affecting the efficiency of the approval on excise tax exemption for exported petroleum products were considered at a medium level. The factor of operation environment affected the efficiency of the approval on excise tax exemption for exported petroleum products the most and the factor of law and regulations respectively, and the factor of system technology was the least; (2) The results also revealed that in the opinions of operation officers, the overall level of the efficiency of the approval on excise tax exemption for exported petroleum products were at a high level. The opinion on the outputs were the highest and on the output satisfaction respectively, and the opinion on the input factors or managerial resources were the least; and (3) Moreover, it was found that the opinions between male and female officers on the efficiency of the approval on excise tax exemption for exported petroleum products were different significant at .05 level. The opinions of male officers were higher than the opinions of female officers in all aspects. However, their opinions on the efficiency had no difference in other personal factors including age, education, marital status, position, level of work position and working period.
