Abstract
วัตถุประสงค์ในการวิจัยครั้งนี้ (1) เพื่อศึกษาถึงปัจจัยส่งเสริมภาคประชาสังคมเพื่อการพัฒนาประชาธิปไตย (2) เพื่อศึกษารูปแบบและกระบวนการดำเนินงานของภาคประชาสังคมเพื่อการพัฒนาประชาธิปไตย (3) เพื่อศึกษาปัญหาและแนวทางแก้ไขกระบวนการดำเนินงานภาคประชาสังคมเพื่อการพัฒนาประชาธิปไตย วิธีดำเนินการวิจัย คือ เป็นการวิจัยเชิงคุณภาพ ประกอบด้วย การวิจัยเอกสารและกลุ่มตัวอย่างเลือกเฉพาะเจาะจง จำนวน 2 กลุ่มคือ กลุ่มผู้นำชุมชนและกลุ่มตัวแทนสมาชิก รวม 17 คน เครื่องมือในการเก็บรวบรวมข้อมูลคือ แบบสัมภาษณ์เจาะลึกแบบมีโครงสร้าง นำข้อมูลที่ได้จากการสัมภาษณ์แบบเจาะลึกมาวิเคราะห์ในเชิงพรรณนา ผลการวิจัยพบว่า (1) ตัวของผู้นำชุมชน มีความเสียสละรับผิดชอบ เป็นที่ยอมรับของคนในและนอกชุมชน ฝ่ายสมาชิกมีส่วนร่วมในการรับผลประโยชน์ ทางด้านองค์กรชุมชน มีการบริหารงานในรูปแบบ

ปลอดภัยทั้งผู้ผลิต ผู้บริโภค สิ่งแวดล้อม อนุรักษ์พันธุ์ข้าวและวัฒนธรรมพื้นบ้าน เพื่อเป็นกิจกรรมที่เอื้อให้เกิดการเรียนรู้ในการทำงานหรือการจัดการในธุรกิจชุมชน เพื่อสร้างสวัสดิการให้กับสมาชิกและชุมชน เพื่อแปรรูปข้าวเปลือกให้เป็นข้าวสาร เพื่อจัดจำหน่ายทั้งในประเทศและต่างประเทศในระบบแฟร์เทรดและส่งเสริมการรวมกลุ่มของชาวบ้านอันเป็นปัจจัยที่ให้ชุมชนเข้มแข็ง ทั้งสามารถปฏิบัติตามแผนการดำเนินงานในแต่ละปี มีการควบคุมตรวจสอบจากสมาชิกและสำนักงานตรวจบัญชีสหกรณ์เพื่อความเข้มแข็งของกลุ่ม/องค์กร (3) ด้านปัญหาและแนวทางแก้ไข ยังมีบางกลุ่มไม่เข้าใจเรื่องการดำเนินงาน จึงเกิดความไม่พอใจในคณะกรรมการบริหาร อาจเป็นเพราะขาดการประสานงานที่ต่อเนื่อง ไม่มีการประชุมทุกเดือน สมาชิกไม่กล้าแสดงความคิดเห็น แต่เข้ามา
เพราะต้องการรับรู้หรือได้รับหนังสือแจ้งจากทางกลุ่มหรือเข้าร่วมประชุมเพราะต้องการเบี้ยเลี้ยงเท่านั้น ด้านการแก้ไขคือ ต้องหมั่นประชุมกันเนืองนิตย์เพื่อแลกเปลี่ยนความคิดเห็นซึ่งกันและกัน ควรสร้างจิตสำนึกรักชุมชนเอาใจใส่ดูแลรับผิดชอบงานร่วมกัน แต่ปัญหาต่างๆ ที่เกิดขึ้นนั้นปรึกษาหารือกันได้ในเวทีประชาคมคำสำคัญ ปัจจัยส่งเสริม ภาคประชาสังคม การพัฒนาประชาธิปไตย กลุ่มโรงสีข้าวชมรมรักษ์ธรรมชาติ
This research aims to (1) study factors contributing to the civil society promotion for democracy development, (2) study operating patterns and processes of the civil society for democracy development, and (3) study the problems and corrective guidelines for operation of the civil society for democracy development. The research method is the quantitative research employing documentary method and purposive sampling of 2 groups, namely, 17 community leaders and member representatives, the tool used in data collection was structured in-depth interview, the outputs of which were analyzed in the descriptive manner. The study found that (1)community leaders were devoted and responsible, were accepted by the members residing inside and outside the society, the members participated in acquiring benefits on community organization and managed the affairs in the form of committee, the interior organization was highly flexible, the community networks were connected for communication, and the participation was the democracy development, therefore, the society was without the State and capital, voluntarily expressed, knew their own rights, and promoted the learning processes with high bargaining power, (2) on operation, the society could abide by the objectives and plans, such as promoting the agriculturists to do farming without chemicals by taking into consideration the health and safety of producers, consumers, environments, conserving rice seeds and native cultures to be the activities as beneficial to learn working and managing community affairs so as to provide welfares for the members and the society, so as to process the paddy to be the rice, so as to sell it in the country and foreign countries in the fair trade system, and so as to promote grouping of villagers being a factor causing strength of the society, including ability to implement annual operating plans, having control and check by the members and cooperative audit office for the strength of the group/organization, (3) on problems and corrective guidelines, there were certain groups who had not yet understood on operation, causing dissatisfaction to the board of executive directors, which may be caused by continually lack for coordination, no monthly meeting and the fact that the members dare not express their opinions. but become the membership due to the need to or the need to get notified in writing by the groups or merely for meeting allowance. It is proposed that in order to solve the problems, there must be continual meetings to exchange opinions for one another and the community loving sprit should be created and jointly responsibility ought to be discussed in public arena.
