การพัฒนาคู่มือการดูแลระบบประปาหมู่บ้านในเขตพื้นที่จังหวัดตราด

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสถานการณ์คุณภาพน้ำประปาหมู่บ้าน 2) ศึกษาการบริหารงานของผู้บริหารท้องถิ่น คณะกรรมการบริหารกิจการและบำรุงรักษาระบบประปาหมู่บ้านและผู้ดูแลระบบประปาหมู่บ้านในการบริหารกิจการและบำรุงรักษาระบบประปาหมู่บ้าน และ3) พัฒนาคู่มือการดูแลระบบประปาหมู่บ้าน ในเขตพื้นที่จังหวัดตราด วิธีดำเนินการศึกษา 1) ศึกษาสถานการณ์คุณภาพน้ำประปาหมู่บ้าน โดยสุ่มตัวอย่างแบบเฉพาะเจาะจงน้ำประปาหมู่บ้านในแต่ละอำเภอ จำนวน 142 ตัวอย่าง ทำการตรวจวัดคลอรีนอิสระคงเหลือในน้ำ และ โคลิฟอร์มแบคทีเรียในน้ำ ด้วยชุดทดสอบอย่างง่าย 2) ระดมสมอง การบริหารงานกิจการและบำรุงรักษาระบบประปาหมู่บ้าน จากกลุ่มตัวอย่างที่สุ่มแบบเฉพาะเจาะจง จำนวน 30 คน โดยวิเคราะห์ข้อมูลเชิงเนื้อหา และ 3) จัดทำคู่มือการดูแลระบบประปาหมู่บ้าน ในเขตพื้นที่จังหวัดตราด จากผลการศึกษาสถานการณ์และการระดมสมอง ตรวจสอบคุณภาพคู่มือ การดูแลระบบประปาหมู่บ้านโดยผู้เชี่ยวชาญ จำนวน 3 คน ผลการศึกษาพบว่า 1) สถานการณ์น้ำประปาหมู่บ้านมีคลอรีนอิสระคงเหลือในน้ำเพียงร้อยละ 7 และพบโคลิฟอร์มแบคทีเรียในน้ำสูงถึงร้อยละ 85 2) การบริหารงานของผู้บริหารท้องถิ่น คณะกรรมการ บริหารกิจการและบำรุงรักษาระบบประปาหมู่บ้าน และผู้ดูแลระบบประปาหมู่บ้านพบมีปัญหาอุปสรรคในด้านโครงสร้างของอาคารกรองน้ำ ได้แก่ มีการนำน้ำผิวดินมาใช้กับระบบประปาหมู่บ้านแบบบาดาล ด้านการบริหารจัดการ ได้แก่ คณะกรรมการบริหารกิจการและบำรุงรักษาระบบประปาหมู่บ้าน ไม่เคยรายงานบัญชีรายรับ-รายจ่ายให้องค์กรปกครองส่วนท้องถิ่นในพื้นที่รับผิดชอบทราบ และด้านบุคลากร ผู้ดูแลระบบประปาหมู่บ้านขาดความรู้ ความเข้าใจ เกี่ยวกับระบบการเติมปูนขาว สารส้ม คลอรีน ในกระบวนการผลิต และ 3) คู่มือการดูแลระบบประปาหมู่บ้านในเขตพื้นที่จังหวัดตราด ประกอบด้วย ข้อมูลทั่วไปของระบบประปาหมู่บ้าน การปรับปรุงคุณภาพน้ำประปาหมู่บ้าน กระบวนการผลิตน้ำประปาหมู่บ้าน การดูแลและบำรุงรักษาระบบประปา และการสุ่มเก็บตัวอย่างและการตรวจสอบคุณภาพน้ำประปาหมู่บ้าน

The objectives of this study were: (1) to examine the qualities of village tap water (VTW); (2) to study the management capacity of local administrators, village water supply committees, and caretakers of village water supply systems; and (3) to develop a Manual for Village Water Supply System Maintenance in Trat province. The study was conducted through: (1) examining the qualities of 142 VTW samples collected from all districts in the province-testing for free residual chlorine and Coliform bacteria, using simple test kits; (2) brainstorming ideas on village water supply system maintenance with a sample of 30 relevant persons and conducting a content analysis of their opinions; and (3) developing a Manual for Village Water Supply System Maintenance for the province-the draft Manual's quality was assessed by three experts. The results revealed that: (1) regarding the VTW situation, only 7% of the water samples had free residual chlorine and 85% had coliform bacteria; (2) as for the respondents' opinions on water supply system management, there were problems of the water filtration structure (using surface water in some of the groundwater filtration systems), non-reporting on financial statement to the respective local administrative organizations, and caretakers' lack of knowledge and understanding about the use of lime, alum and chlorine in the water treatment process; and (3) the prepared Manual contains sections on the background of VTW system, quality improvement of VTW, process of VTW production, care and maintenance of VTW system, water-sample collection, and quality investigation of VTW.
