Abstract
การศึกษาค้นคว้าอิสระนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนในพื้นที่อําเภอวัดเพลง จังหวัดราชบุรี (2) ปัจจัยที่มีผลต่อการมีส่วนร่วมในการพัฒนาชุมชนในพื้นที่อําเภอวัดเพลง จังหวัดราชบุรีและ (3) ปัญหาและข้อเสนอแนะการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนในพื้นที่อําเภอวัดเพลง จังหวัดราชบุรี ประชากรที่ใช้ในการศึกษาคือ ผู้ที่อาศัยอยู่ในเขตอําเภอวัดเพลง จังหวัดราชบุรี ที่มีอายุ 18 ปี ขึ้นไป จํานวนทั้งสิ้น 1,495 คน ขนาดกลุ่มตัวอย่างจํานวน 316 คน ได้จากการคํานวณโดยสูตรของ ทาโรย่ามาเน่ เครื่องมือที่ใช้ในการรวบรวมข้อมูลคือ แบบสอบถาม สถิติเชิงพรรณานาที่ใช้ในการวิเคราะห์ ข้อมูลได้แก่ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสถิติเชิงอนุมานได้แก่การวิเคราะห์ ความแปรปรวนทางเดียว กรณีพบว่าค่าความแตกต่างเป็นรายกลุ่ม ใช้การวิเคราะห์เปรียบเทียบความ แตกต่างรายกลุ่มเป็นรายคู่อีกครั้งโดยใช้การทดสอบของเชฟเฟ่ ผลการศึกษาพบว่า (1) ระดับการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนในพื้นที่ อําเภอวัดเพลง จังหวัดราชบุรีทั้ง 4 ด้านในภาพรวมอยู่ในระดับปานกลาง โดยด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการมีส่วนรับผลประโยชน์ (2) ปัจจัยที่มีผลต่อการมีส่วนร่วมในการพัฒนาชุมชนในพื้นที่อําเภอวัดเพลง จังหวัดราชบุรีเรียงจากมากไปหาน้อย คือ ปัจจัยความคาดหวัง ปัจจัยผู้นํา ปัจจัยการรับรู้ และปัจจัยด้านพัฒนากร ตามลําดับ และ (3) ปัญหาการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนในพื้นที่ อําเภอวัดเพลง จังหวัดราชบุรี คือ พัฒนากรขาดความรู้ มีปัญหาในการประสานงาน ปัญหาการสื่อสารไม่ชัดเจน ผู้นําชุมชนขาดประสบการณ์ในการหาแนวทางพัฒนาที่ทันสมัยและไม่ปฏิบัติตามการดําเนินชีวิตพอเพียง ประชาชนขาดความสามัคคี และยังขาดการสนับสนุนจากภาครัฐ ส่วนข้อเสนอแนะคือ ควรให้ ความสําคัญต่อการประชาสัมพันธ์ขอความร่วมมือจากประชาชนโดยใช้สื่อรูปแบบต่างๆ ควรปลูกฝัง และสร้างจิตสำนึกที่ดีให้ประชาชนเห็นความสำคัญของการมีส่วนร่วมและเสียสละเพื่อส่วนรวม
This objectives of this study were to study: (1) level of people participation in community development of Watpleng District Community Development Office in Ratchaburi Province; (2) factors associating people participation in community development of Watpleng District Community Development Office in Ratchaburi Province; and (3) problems and gave recommendations toward people participation in community development of Watpleng District Community Development Office in Ratchaburi Province. Population was people living at Watpleng District in Ratchaburi Province who aged over 18 years old totally 1,495 people. Samples were 316 people determined from Taro Yamane calculation formula. Research instrument was a questionnaire. Descriptive statistics analysis employed frequency, percentage, mean, standard deviation and inferential statistic analysis employed One-Way ANOVA. In case of finding individual group difference employed multiple comparison test introduced by Sheffe’s method. The results showed that: (1) an overview image regarding level of people participation in community development of Watpleng District Community Development Office in Ratchaburi Province was at medium level. The highest value went to benefits aspect; (2) factors associating people participation in community development of Watpleng District Community Development Office in Ratchaburi Province from highest to low were expectation, leader, perception and developer, respectively; and (3) problems of participation in community development of Watpleng District Community Development Office in Ratchaburi Province were the lack of developer’s knowledge, coordination, unclear communication and not following efficiency economy principles, no unite, no support from the relevant government agencies. Recommendations were organization should put emphasize on various kinds of public relations, boosting motivation and sacrificing for public.
