ความพึงพอใจของผู้เสียภาษีเงินได้นิติบุคคลในบริการรับชำระภาษีผ่านอินเตอร์เน็ต ของสำนักงานสรรพากรพื้นที่ชลบุรี 2

Abstract

การศึกษาค้นคว้าอิสระครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา (1) ความพึงพอใจของผู้เสียภาษีเงินได้นิติบุคคลที่ยื่นแบบผ่านอินเทอร์เน็ตของสำนักงานสรรพากรพื้นที่ชลบุรี 2 (2) ปัญหาในการให้บริการการยื่นแบบภาษีเงินได้นิติบุคคลที่ยื่นแบบผ่านอินเทอร์เน็ตของสำนักงานสรรพากรพื้นที่ชลบุรี 2 (3) แนวทางในการปรับปรุงระบบงานภาษีเงินได้นิติบุคคลที่ยื่นแบบผ่านอินเทอร์เน็ตของสำนักงานสรรพากรพื้นที่ชลบุรี 2 ประชากรในการศึกษาครั้งนี้ ได้แก่ ผู้เสียภาษีเงินได้นิติบุคคลที่ยื่นแบบผ่านอินเทอร์เน็ตของสำนักงานสรรพากรพื้นที่ชลบุรี 2 จำนวน 439 ราย กลุ่มตัวอย่าง 209 รายคำนวณจากสูตรของทาโร่ ยามาเน่ สุ่มตัวอย่างแบบบังเอิญ โดยใช้แบบสอบถามที่ผู้ศึกษาเป็นผู้สร้างขึ้น สถิติที่นำมาใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษา พบว่า (1) ความพึงพอใจของผู้เสียภาษีเงินได้นิติบุคคลที่ยื่นแบบผ่านอินเทอร์เน็ตของสำนักงานสรรพากรพื้นที่ชลบุรี 2 ในภาพรวมอยู่ระดับมาก โดยด้านการให้บริการที่คุ้มค่ามีค่าเฉลี่ยสูงสุด และด้านการให้บริการที่ตรงตามความต้องการ มีค่าเฉลี่ยต่ำสุด (2) ผู้เสียภาษีเงินได้นิติบุคคลที่ยื่นแบบผ่านอินเทอร์เน็ต มีปัญหามากที่สุดในประเด็น ไม่สามารถพิมพ์ใบเสร็จได้ทันทีหลังการชำระภาษี รองลงมาคือ กรณีแบบที่ไม่มีการชำระภาษี เมื่อทำการยื่นแบบไปแล้วไม่สามารถแก้ไขข้อมูลได้ และปัญหาการต้องเสียค่าธรรมเนียมในการชำระภาษีผ่านอินเทอร์เน็ต (3) ข้อเสนอแนะในการปรับปรุงระบบงานภาษีเงินได้นิติบุคคลที่ยื่นแบบผ่านอินเทอร์เน็ตที่สำคัญได้แก่ กรมสรรพากรควรกำหนดให้สามารถใช้หมายเลขอ้างอิงการชำระเงินภาษีจากธนาคารแทนใบเสร็จรับเงินได้โดยไม่ต้องพิมพ์ใบเสร็จ ควรเก็บข้อมูลไว้บนระบบ เพื่อให้ผู้ประกอบการสามารถทำการแก้ไขข้อมูลได้ภายในระยะเวลาการยื่นแบบ ควรยกเลิกค่าธรรมเนียมในการยื่นแบบแสดงรายการและชำระภาษีผ่านอินเทอร์เน็ต นอกเหนือไปจากนั้น ควรจัดให้มีการอบรมเกี่ยวกับการยื่นแบบผ่านอินเทอร์เน็ตแก่ผู้ประกอบการ และ ควรปรับปรุงระบบให้มีความทันสมัยอยู่เสมอ

The purposes of this research were to study:(1) the satisfaction of tax payers on corporate income tax payment services via internet at Chon Buri Area 2 Revenue Office (2) the problems in corporate income tax payment services via internet at Chon Buri Area 2 Revenue Office (3) recommendations to improve corporate income tax payment services via internet at Chon Buri Area 2 Revenue Office. Population consisted of 439 tax payers who paid income tax via internet at Chon Buri Area 2 Revenue Office, from which 209 samples were obtained using Yamane calculation. Accidental random sampling method was applied. Instrument used was questionnaire constructed by the researcher. Statistical tools employed were frequency, percentage, mean, and standard deviation. The study revealed the followings: (1) the satisfaction of tax payers on corporate income tax payment services via internet at Chon Buri Area 2 Revenue Office in the overall view was at high level, with the highest mean on value of service and the lowest mean on service responsiveness (2) the problems were: the system inability to print out the receipt at the completion time of tax payment, the tax payers were not allowed to correct the information after the form submission, the collection of fee on internet payment (3) major recommendations were: the system should assign Bank reference number for the payment instead of issuing a receipt, information should be kept in the system so the tax payers could be able to correct the information at submission time, fee on internet payment should be excepted, moreover, training on tax payment via internet should be provided to entrepreneurs, and the system should be constantly improved and kept modern at all times.
