Abstract
การศึกษาครั้งนี้เป็นการศึกษาเชิงพรรณนา มีวัตถุประสงค์เพื่อ (1) ศึกษาการรับรู้บทบาทของ อบต. ในจังหวัดศรีสะเกษ ในการดำเนินงานด้านสาธารณสุข (2) ศึกษาขนาดและงบประมาณในการดำเนินงานด้านสาธารณสุขของ อบต. (3) ศึกษาความพร้อม ของ อบต. ในการรับการถ่ายโอนภารกิจด้านสาธารณสุข และ (4) เปรียบเทียบความพร้อมของ อบต. ในการรับการถ่ายโอนภารกิจด้านสาธารณสุขระหว่าง อบต. ที่มีระดับการรับรู้ ขนาดและงบประมาณในการดำเนินงานด้านสาธารณสุขที่แตกต่างกัน
ประชากรที่ศึกษาเป็นนายกองค์การบริหารส่วนตำบล ในจังหวัดศรีสะเกษ ทุกคน จำนวน 194 คน เก็บข้อมูลโดยใช้แบบสอบถามที่มีความเชื่อมั่นเท่ากับ 0.92 วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ร้อยละ และการทดสอบความแปรปรวนทางเดียว ผลการศึกษาพบว่า (1) การรับรู้บทบาทของ อบต. ในการดำเนินงานด้านสาธารณสุขอยู่ในระดับ ปานกลาง (2) อบต. ส่วนใหญ่เป็นขนาดกลางและมีงบประมาณในการดำเนินงานด้านสาธารณสุขอยู่ในช่วง 150,001 - 250,000 บาท (3) อบต. มีความพร้อมในการรับการถ่ายโอนภารกิจด้านสาธารณสุขอยู่ในระดับตํ่า และ (4) เมื่อวิเคราะห์เปรียบเทียบความแตกต่าง พบว่า อบต. ที่มีการรับรู้บทบาทด้านสาธารณสุขที่แตกต่างกันมีความพร้อมในการรับการถ่ายโอนภารกิจด้าน
สาธารณสุขไม่แตกต่างกัน ส่วน อบต. ที่มีขนาดและงบประมาณด้านสาธารณสุขที่แตกต่างกันมีความพร้อมในการรับการถ่ายโอนภารกิจด้านสาธารณสุขไม่แตกต่างกัน
The objectives of this descriptive study were: (1) to study the perception for transferring public health work of local administrative organization in Si Sa Kct Province; (2) to study the size and budget in public health of local administrative organization ; (3) to study the readiness for transferring public health work of local administrative organization; and (4) to compare readiness of local administrative organization for transfer the public health mission with level of perception, size and budget in operation of public health. The population of this study were president of local administrative organization in Si Sa Ket province. All 194 respondents were using the questionnaire. The questionnaire was used in this research and with the result of Cronbach’s Alpha reliability test at 0.92. 1 he data analysis was using mean, percentage, standard deviation, and one way ANOVA The result of this study showed that (1) The perception of local administrative organization was found at a moderate level; (2) most of the local administrative organization was a moderate size and had budget 150,001-250,000 bath for operation of public health; (3) the readiness for transferring in public health work was found to be a low level; and (4) local administrative organization had different in the reception but same level in readiness of transferring public health work ,but the size and budget for operation of public health was not different in readiness
