การมีส่วนร่วมของประชาชนในการบริหารจัดการของสถานีตำรวจภูธรตันหยง อำเภอเมือง จังหวัดนราธิวาส

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาการมีส่วนร่วมของประชาชนในการบริหารจัดการของสถานีตำรวจภูธรตันหยง (2) แนวทางการปรับปรุงการมีส่วนร่วมของประชาชนในการบริหารจัดการของสถานีตำรวจภูธรตันหยง และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การปรับปรุงดังกล่าวประสบผลสำเร็จ ทั้งนี้ได้นำ แพ็มส์-โพสคอร์บ มาเป็นกรอบแนวคิดในการศึกษาการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามเป็นเครื่องมือสำหรับการเก็บรวบรวมข้อมูลสนาม แบบสอบถามได้ผ่านการทดสอบ รวมทั้งผ่านการทดสอบความเที่ยงตรงและความเชื่อถือได้ที่ระดับ 0.93 สำหรับกลุ่มตัวอย่าง คือ ข้าราชการตำรวจและประชาชนในเขตพื้นที่ของสถานีตำรวจภูธรตันหยง และประชาชนในเขตพื้นที่ของสถานีตำรวจภูธรตันหยงรวม 1,150 คน การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่าง วันที่ 15 สิงหาคม 2551 ถึง วันที่ 14 กันยายน 2551 ได้แบบสอบถามกลับคืนมา 1,017 ชุด คิดเป็นรัอยละ 88.43 ของกลุ่มตัวอย่างทั้งหมด ข้อมูลจากแบบสอบถามได้ถูกนำมาประมวลและวิเคราะห์ด้วยสถิติ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาพบว่า (1) ปัญหาที่สำคัญคือ สถานีตำรวจภูธรตันหยงขาดการเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการกำหนดนโยบายสำหรับการบริหารจัดการของสถานีตำรวจภูธรตันหยงด้านต่าง ๆ เช่น การรักษาความสงบเรียบรัอย และความปลอดภัยของประชาชน (2) แนวทางปรับปรุงที่สำคัญ คือ ผู้บริหารของสถานีตำรวจภูธรตันหยงควรให้ความสำคัญกับการเปิดโอกาสให้ประชาชนเข้ามานมีส่วนร่วมในการกำหนดนโยบายสำหรับการบริหารจัดการของสถานีตำรวธภูธรตันหยงเพิ่มมากขึ้น เช่น เปิดโอกาสให้ผู้นำท้องถิ่นหรือองค์การบริหารส่วนตำบลเข้ามามีส่วนร่วมในการกำหนดนโยบายในการรักษาความสงบเรียบร้อยและความปลอดภัยของประชาชน และ (3) ปัจจัยทีมีส่วนสำคัญทำให้การปรับปรุงการมีส่วนร่วมของประชาชนประสบผลสำเร็จ ที่สำคัญคือ การควบคุมดูแลเรื่องการมีส่วนร่วมอย่างจริงจังและการประพฤติตัวเป็นแบบอย่างที่ดีของผู้บริหารของสถานีตำรวจตันหยงรวมทั้งการปฏิบัติงาน สนับสนุนการมีส่วนร่วมของประชาชนอย่างจริงจังและต่อเนื่องของบุคคลากรของสถานีตำรวจภูธรตันหยง

The primary purposes of this study was aimed (1) problems of people participation in management administration of the Tanyong provincial police station, (2) developing guideline of people participation in management administration of the Tanyong provincial police station, and (3) the important factors which to reform the development. The conceptual framework of PAMS-POSDCoRB was applied to this study. The study was a survey research by using questionnaires. The questionnaires were being tested for validity and reliability of questionnaire at 0.93 level. The samples included a number of 1,150. The official policeman who perform their duty in Tanyong provincial police station and the local people in the Tanyong provincial police station’s area. The data collection was conducted during August 15, 2008 - September 14,2008. 1,017 sets of questionnaire, equal to 88.43%. Statistics used for data analysis were percentage, mean, standard deviation, and t-test. Moreover, specialists with person to person interview were also used in this study. The study results found that (1) the Tanyoun provincial police station is lacked of giving the people’s chance to participate in set up the administration of the station such as peaceful and safety of people (2) the important development is the commander of station should give more a chance to the people to settle the management policy of the Tanyoun provincial police station for example; the local leader or the local administration organization are set up the peace and safety policy together and (3) the factors of people participation is strictly control and behave as of the leader of Tanyong provincial police station including the continuously behave of local people and other official.
