การพัฒนาระบบสารสนเทศเพื่อการจัดซื้อยาในบัญชียาหลักแห่งชาติ : กรณีศึกษาโรงพยาบาลภาครัฐในจังหวัดนนทบุรี

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาระบบสารสนเทศเพื่อการจัดซื้อยาในบัญชียาหลักแห่งชาติ สำหรับโรงพยาบาลภาครัฐในจังหวัดนนทบุรี ระบบสารสนเทศที่พัฒนาขึ้นครอบคลุมข้อมูลยาที่จำเป็นในการจัดซื้อยา 3 ส่วนใหญ่ ๆ ได้แก่ ข้อมูลบัญชียาหลักแห่งชาดิปี 51 ข้อมูลราคายา และข้อมูลองค์ประกอบอื่นของยา การวิจัยนี้เป็นการวิจัยเชิงพัฒนา วิธีการพัฒนาระบบสารสนเทศใช้หลักการของวงจรการพัฒนาระบบสารสนเทศ เริ่มจากการศึกษาความเป็นไปได้ของระบบ โดยการสัมภาษณ์เภสัชกรที่ปฏิบัติงานในโรงพยาบาลภาครัฐในจังหวัดนนทบุรี จำนวน 8 แห่ง รวม 8 คน จากนั้นวิเคราะห์ออกแบบและพัฒนาระบบสารสนเทศ โดยใช้โปรแกรม AppServ เวอร์ชัน 2.5.9 และโปรแกรมPHPMaker เวอร์ชัน 5.0.2 ภายใต้ระบบปฏิบัติการ Microsoft Windows XP Professional หลังจากนั้นได้ให้เภสัชกรที่ปฏิบัติงานในโรงพยาบาลภาครัฐในจังหวัดนนทบุรี จำนวน 8 แห่ง รวม 20 คน ทดลองใช้และประเมินความพึงพอใจที่มีต่อระบบสารสนเทศที่พัฒนาขึ้นผลการวิจัยทำให้ได้ระบบสารสนเทศบนเว็บที่สามารถบันทึกแก้ไขและค้นหาข้อมูลที่จำเป็นเพื่อประโยชน์ในการจัดซื้อยาได้อย่างสะดวกและรวดเร็ว จากการประเมินของผู้ไช้พบว่าผู้ไช้มีความพึงพอใจด้านการนำข้อมูลเข้าสู่ระบบ การรายงานผล และภาพรวมของระบบในระดับมากส่วนการค้นหาข้อมูลมีความพึงพอใจอยู่ในระดับมากที่สุด

The purpose of the research was to develop an information system for drug procurement on the National List of Essential Medicines for public hospitals in Nonthaburi Province. The information system covered 3 groups of necessary data for drug procurement; namely, National List of Essential Medicines 2008, drug prices, and other drug components. This study was research and development. The system development life cycle methodology was used, starting with a preliminary study conducted through interviewing 8 pharmacists from 8 public hospitals in Nonthaburi Province. The analysis, design and development of the new system were carried out accordingly. AppServ 2.5.9 and PHPMaker 5.0.2 under Microsoft Windows XP Professional operating system were used as research tools. The evaluation of the system was then performed by 20 pharmacists from 8 public hospitals in Nonthaburi Province. The web-based information system resulting from this study allowed pharmacists to conveniently store, update and retrieve necessary data for drug procurement. The evaluation by the users revealed that most pharmacists was satisfied with the system at a high level in 3 aspects, i.e., inputting, reporting, and the overall system. As for the searching aspect, it was found to be at the highest level of users’ satisfaction.
