Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการดำเนินงานและปัญหาอุปสรรคของโครงการคลองสวย น้าใส ห่วงใยสิ่งแวดล้อมและชุมชน 2) สำรวจความคิดเห็นและความพึงพอใจต่อโครงการฯ 3) หาแนวทางการพัฒนาโครงการฯ ผลการศึกษาพบว่า 1. คณะทำงานโครงการฯ เห็นว่าการดำเนินโครงการฯ ด้านสภาวะแวดล้อม ปัจจัยนำเข้า กระบวนการ และผลผลิตมีความเหมาะสมอยู่ในระดับมาก ปัญหาอุปสรรคที่พบคือไม่ค่อยได้รับความร่วมมือโดยเฉพาะประชากรแฝง งบประมาณในบางกิจกรรมน้อยเกินไป การประชาสัมพันธ์ไม่เพียงพอ กิจกรรมในพื้นที่มีมากเกินไป การดำเนินกิจกรรมยังไม่ครอบคลุมทุกชุมชน และการประสานงานทำได้ไม่สะดวกและใช้เวลามาก 2. สำหรับผู้เข้าร่วมโครงการฯ มีความพึงพอใจต่อการเข้าร่วมกิจกรรมและเห็นว่าผลสำเร็จของโครงการฯ อยู่ในระดับมาก 3. แนวทางการพัฒนาโครงการฯ มีดังนี้ จัดหางบประมาณเพิ่มเติมจากหน่วยงานต่างๆ ที่เกี่ยวข้อง ขยายกลุ่มเป้าหมายทั้งด้านประชาชนและชุมชนให้มากขึ้น ประชาสัมพันธ์และประสานความร่วมมือกับผู้นำชุมชนและตัวแทนภาคส่วนต่างๆอย่างทั่วถึง ขยายการฝึกอบรมการอนุรักษ์ทรัพยากรธรรมชาติแบบมีส่วนร่วมให้ครอบคลุมครอบคลุมทุกชุมชนและทุกภาคส่วน สร้างความร่วมมือและประสานกิจกรรมโครงการในพื้นที่กับ
หน่วยงานอื่นๆให้มากขึ้น เพิ่มการอำนวยความสะดวกให้แก่ผู้เข้าร่วมกิจกรรม จัดให้มีการฝึกอบรมอาชีพเสริมให้สอดคล้องกับความต้องการของชุมชนและกิจกรรมต่อเนื่อง ส่งเสริมการจัดตั้งกลุ่มเยาวชนอนุรักษ์สิ่งแวดล้อมหรือกลุ่มอนุรักษ์อื่นๆ และสนับสนุนให้มีการดำเนินโครงการฯ อย่างต่อเนื่องและยั่งยืน
The purposes of the study were 1) to study the operation and problems of the "Klongsuay, Namsai, Huangyai Singwatlom Lae Chumchon" (Beautiful Canal, Clear Water, Concern for the Environment and the Community) project; 2) to explore opinions on and satisfaction with the project; and 3) to develop development guidelines for the project. The study employed both qualitative and quantitative research methods. Questionnaires were used for collecting quantitative data from two different groups: 20 people from the working group and 140 samples representing project participants. Statistics for analyzing the data were frequencies, percentages, and means. The focus group method was used for collecting qualitative data from 25 contributors comprising representatives of the working group and project participants. Data were analyzed by content analysis. The results showed that 1. The working group thought the project implementation, in terms of environment, input, procedures, and outputs, was highly appropriate. Difficulties that were found were lack of cooperation, especially from non-documented members of the population, inadequate budgets for some activities, low publicity and public relations, a surfeit of activities in the area, inadequate coverage of activities to all communities, and coordination that was awkward and time consuming. 2. The project participants were satisfied with participation in the project activities and agreed that the project was highly successful. 3. Development guidelines for the project consist of requesting additional funding from various related agencies, expanding the target groups and communities involved, publicizing and coordinating with community leaders and representatives of various sectors equally, providing more training in participatory natural resource conservation to all communities and relevant parties, providing more conveniences for participants, providing vocational training programs for complementary careers to meet the communities’ needs, promoting the establishment of youth environmental conservation groups or other conservation groups, and supporting the implementation of the project continuously and sustainably.
