ความสัมพันธ์ระหว่างการบริหารความเสี่ยงตามทฤษฎีกับกระบวนการบริหารความเสี่ยงตามนโยบาย ของกระทรวงศึกษาธิการด้านการใช้เทคโนโลยีสารสนเทศในสถานศึกษาประถมศึกษา จังหวัดพระนครศรีอยุธยา

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพี่อ (1) ศึกษาการบริหารความเสี่ยงตามทฤษฏีของสถานศึกษาในด้านการใช้เทคโนโลยีสาร สนเทศในสถานศึกษาประถมศึกษาจังหวัดพระนครศรีอยุธยา (2) ศึกษากระบวนการบริหารความเสี่ยงตามนโยบายของกระทรวงศึกษาธิการด้านการใช้เทคโนโลยีสารสนเทศในสถานศึกษาประถมศึกษาจังหวัดพระนครศรีอยุธยา และ (3) ศึกษาความสัมพันธ์ระหว่างการบริหารความเสี่ยงตามทฤษฏีกับกระบวนการบริหารความเสี่ยงตามนโยบายของกระทรวงศึกษาธิการด้านการใช้เทฅโนโลยสารสนเทศในสถานศึกษาประถมศึกษาจังหวัดพระนครศรีอยุธยากลุ่มตัวอย่าง คือ ผู้ให้ข้อมูล เป็นผู้บริหารสถานศึกษาประถมศึกษาจังหวัดพระนครศรีอยุธยา และครูผู้สอนหรีอครูที่ทำหน้าที่รับผิดชอบงานด้านเทคโนโลยีสารสนเทศของสถานศึกษาประถมศึกษาจังหวัดพระนครศรีอยุธยา จำนวน 246 คน เครื่องมือการวิจัยเป็นแบบสอบถามเกี่ยวกับการบริหารความเสี่ยงตามทฤษฏี และแบบสอบถามกระบวนการบริหารความเสี่ยงตามนโยบายของกระทรวงศึกษาธิการด้านการใช้เทคโนโลยีสารสนเทศ ชี่งมีค่าความเที่ยงเท่ากับ .97 และ .98 ตามลำดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสหสัมพันธ์แบบเพียร์สันผลการวิจัยปรากฏว่า (1) การบริหารความเสี่ยงตามทฤษฏีด้านการใช้เทคโนโลยสารสนเทศในสถานศึกษาประถมศึกษาจังหวัดพระนครศรีอยุธยาโดยรวมอยู่ในระดับมักจะเป็นจริง ขณะที่การพิจารณาเป็นรายด้านมีผลเรียงตามลำดับดังนี้ การควบคุมความเสี่ยง การกำจัดความเสี่ยง การยอมรับความเสี่ยง และการถ่ายโอนความเสี่ยง (2) กระบวนการบริหารความเสี่ยงตามนโยบายของกระทรวงศึกษาธิการด้านการใช้เทคโนโลยีสารสนเทศในสถานศึกษาประถมศึกษาจังหวัดพระนครศรีอยุธยาโดยรวมอยู่ในระดับมักจะเป็นจริง และเมื่อพิจารณา เป็นรายด้านเรียงตามลำดับได้ดังนี้ การกำหนดวัตถุประสงค์ การรายงานและติดตามผล การระบุความเสี่ยง การประเมินความเสี่ยง และการจัดการและจัดทำแผนบริหารความเสี่ยง และ (3) การบริหารความเสี่ยงตามทฤษฏีกับกระบวนการบริหารความเสี่ยงตามนโยบายของกระทรวงศึกษาธิการด้านการใช้เทคโนโลยสารสนเทศในสถานศึกษาประถมศึกษาจังหวัดพระนครศรีอยุธยา มีความสัมพันธ์กันทางบวกทุกด้านอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

The purposes of this study were (1) to study the theory-based risk management practice on the use of information technology in primary schools in Phra Nakhon Si Ayutthaya Province; (2) to study the risk management process based on Ministry of Education policy on the use of information technology in primary schools in Phra Nakhon Si Ayutthaya Province: and (3) to study the relationship between the theory-based risk management practice on die use of information technology and the risk management process based on Ministry of education policy on the use of information technology in primary schools in Phra Nakhon Si Ayutthaya Province. The research sample consisted of 246 research informants from primary schools in Phra Nakhon Si Ayutthaya Province which included school administrators, classroom teachers, or the teachers in charge of information technology in the schools. The research instrument was a questionnaire on theory-based risk management practice on the use of information technology in primary schools and on risk management process based on Ministry of Education policy on the use of information technology in primary schools, with reliability coefficients of .97 and .98 respectively. Statistics used in data analysis were the frequency, percentage, mean, standard deviation, and Pearson’ s correlation. The results showed that (1) the overall theory-based risk management practice on the use of information technology in primary schools in Phra Nakhon Si Ayutthaya Province was rated at die often true level; when specific aspects of the management practice were considered, they could be ranked based on their rating means as follows: the control of risks, the elimination of risks, the acceptance of risks, and the transfer of risks, respectively; (2) the overall risk management process based on Ministry of Education policy on die use of information technology in primary schools in Phra Nakhon Si Ayutthaya Province was rated at the often true level; when specific aspects of the risk management process were considered, they could be ranked based on their rating means as follows: the determination of objectives, the reporting and monitoring, the identification of risks, the assessment of risks, and the risk management and formulation of risk management plans, respectively; and (3) the theory-based risk management practice on die use of information technology and the risk management process based on Ministry of education policy on the use of information technology in primary schools in Phra Nakhon Si Ayutthaya Province correlated positively and significantly at die .01 level in every aspect.
