ภาวะผู้นำกับการบริหารธรรมาภิบาลขององค์การบริหารส่วนตำบลในจังหวัดบึงกาฬ

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา (1) การดำเนินการบริหารธรรมาภิบาลขององค์การบริหารส่วนตำบล ในจังหวัดบึงกาฬ (2) วัดระดับภาวะผู้นำของผู้บริหารขององค์การบริหารส่วนตำบล ในจังหวัดบึงกาฬ (3) หาความสัมพันธ์ระหว่างภาวะผู้นำของผู้บริหารกับการดำเนินการบริหารธรรมาภิบาลขององค์การบริหารส่วนตำบล ในจังหวัดบึงกาฬ ประชากรที่ใช้ในการวิจัย คือ ผู้บริหาร/หัวหน้าส่วนราชการ พนักงานส่วนตำบล และพนักงานจ้างขององค์การบริหารส่วนตำบล ในจังหวัดบึงกาฬ จำนวน 2,718 คน โดยใช้กลุ่มตัวอย่างจำนวน 349 คน ตามสูตรการคำนวณของทาโร่ ยามาเน เครื่องมือที่ใช้ได้แก่ แบบสอบถามสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน ผลการวิจัยพบว่า (1) การดำเนินการบริหารธรรมาภิบาลขององค์การบริหารส่วนตำบล ในจังหวัดบึงกาฬ อยู่ในระดับมากทั้งในภาพรวมและรายด้าน (2) ภาวะผู้นำของผู้บริหารขององค์การบริหารส่วนตำบล ในจังหวัดบึงกาฬ ด้านวิสัยทัศน์ ด้านการสื่อสาร ด้านการเพิ่มอำนาจผู้ปฏิบัติงาน และด้านการเปลี่ยนแปลงองค์การอย่างเหมาะสม อยู่ในระดับมาก ส่วนด้านการคิดแบบกลยุทธ์ อยู่ในระดับปานกลาง (3) ความสัมพันธ์ระหว่างภาวะผู้นำของผู้บริหารกับการดำเนินการบริหารธรรมาภิบาลขององค์การบริหารส่วนตำบล ในจังหวัดบึงกาฬ อยู่ในระดับมาก

The purposes of this research were: (1) to study the good governance of sub-district administrative organization in Bueng Kan province, (2) measure the level of leadership of executives of sub-district administrative organization in Bueng Kan province, and (3) to find the relationship between executives leadership and good governance of sub-district administrative organization in Bueng Kan province. The population included executive/head of government, staff together with employees of sub-district administrative organization totally 2,718. 349 samples were used, according to Taro Yamana’s formula. The instrumenst used were statistical. questionnaires used for data analysis, frequency, percentage, mean, standard deviation, and Pearson’s correlation analysis. The results of the study revealed that (1) the good governance of subdistrict administrative organization in Bueng Kan province was at high level in all aspects (2) the leadership executives styles were high level in vision style, communication style, empowerd people style and appropriate organizational changes style, while strategic thinking style was at medium level, (3) the leadership executives correlated with the good governance of sub-district administrative organization in Bueng Kan province at high level.
