Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับการบริหารงานตามหลักธรรมาภิบาล (2) ปัจจัยที่มีผลต่อการบริหารงานตามหลักธรรมาภิบาล และ (3) ปัญหาและข้อเสนอแนะการบริหารงานตาม หลักธรรมาภิบาลของการยางแห่งประเทศไทยเขตภาคใต้ตอนบน การศึกษาครั้งนี้เป็นการวิจัยเชิงปริ มาณและเชิงคุณภาพ ประชากรกลุ่มเป้าหมายเป็นพนักงาน และลูกจ้างในการยางแห่งประเทศไทยเขตภาคใต้ตอนบน จํานวน 230 คน โดยสําหรับการวิจัยเชิงปริมาณกำหนดกลุ่มตัวอย่างได้ 147 คน คํานวณจากสูตรของ ทาโร่ยามาเน่ เครื่องมือการศึกษาที่ใช้เป็นแบบสอบถาม โดยสถิติสําหรับการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์สมการถดถอยพหุคูณแบบเป็นขั้นตอน และสําหรับการวิจัยเชิงคุณภาพ กำหนดกลุ่มตัวอย่างได้ 11 คน โดยใช้การสัมภาษณ์เชิงลึกและการสนทนาแบบกลุ่ม ผลการศึกษาพบว่า (1) ระดับความคิดเห็นของพนักงานเกี่ยวกับการบริหารงานตามหลักธรรมาภิบาล พบว่า อยู่ในระดับมากทุกด้าน (2) ปัจจัยส่วนบุคคลด้านอายุ และด้านระยะเวลาปฏิบัติงาน และด้านสังกัดที่แตกต่างกันไม่ส่งผลต่อการบริหารตามหลักธรรมาภิบาล ส่วนปัจจัยด้านเพศ ด้านการศึกษา และด้านตําแหน่งงาน ที่แตกต่างกัน ส่งผลต่อการบริหารตามหลักธรรมาภิบาล แตกต่างกัน (3) ปัจจัยบทบาทผู้นำองค์กรด้านบทบาทในการเป็นแบบอย่างที่ดี และบทบาทการสร้างความสอดคล้องไปในแนวทางเดียวกันส่งผลต่อการบริหารงานตามหลักธรรมาภิบาลทุกด้าน สําหรับข้อเสนอแนะพนักงานมีความเห็นว่าผู้นําควรให้ความสําคัญกับการแสดงความคิดเห็นของพนักงาน และบริหารงานด้วยหลักนิติธรรม คุณธรรม และความโปร่งใส ส่วนการวิจัยเชิงคุณภาพ พนักงานส่วนใหญ่เห็นว่า ผู้บริหารและพนักงานควรให้ความสําคัญกับหลักธรรมาภิบาล ด้านหลักความรับผิดชอบ หลักความคุ้มค่า และผู้นําควรให้ความสําคัญกับบทบาทการสร้างความสอดคล้องไปในแนวทางเดียวกัน บทบาทการในชี้นํา และบทบาทการเป็นแบบอย่างที่ดี เพื่อพัฒนาองค์กรให้สําเร็จตามเป้าหมาย
The objectives of this study were to study 1) level of the administration in accordance with good governance of Rubber Authority of the Upper Southern of Thailand 2) factors affecting the administration in accordance with good governance of Rubber Authority of the Upper Southern of Thailand 3) problems and recommendations for better administration in accordance with good governance of Rubber Authority of the Upper Southern of Thailand This study were both quantitative and qualitative research. Targeted population was 230 officers and employees of Rubber Authority of the upper Southern of Thailand. The population size for quantitative research was 230 personal, Sample size was calculated by Yamane formula and obtained 147 samples. Research instrument was a questionnaire. Data analysis were frequency, percentage, mean, standard deviation, t-test analysis, one w ay A NOVA) and multiple regression. For qualitative research employed in-depth interview of 11 samples and focus group interview. The results of this study were that: 1) level of the opinion regarding administration in accordance with good governance was at high level in all aspects 2) personal factors regrading different in age, period of work and place of work did not affect to administration in accordance with good governance. Whereas the differences in gender, education, and position of work affected the administration in accordance with good governance 3) factors regarding the roles of organizational leadership, role model as well as aligned manager affected to the administration in accordance with good governance. Recommendation were that the leader should give importance to officers’ opinions and administrated with the rule of law and accountability principles. As for qualitative research, most of officers reflected that the executives and officers should focus on good governance in terms of accountability, effectiveness and also the roles of aligned manager, leading as well as ideal leader for the benefit of the organization.
