Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัจจัยภายในองค์กรที่ส่งผลต่อการเป็นองค์กรแห่งการเรียนรู้ของกรมพัฒนาฝีมือแรงงาน (2) ศึกษาระดับความเป็นองค์กรแห่งการเรียนรู้ของกรมพัฒนาฝีมือแรงงาน (3) เปรียบเทียบระดับความเป็นองค์กรแห่งการเรียนรู้จำแนกตามลักษณะส่วนบุคคล (4) ศึกษาความสัมพันธ์ของปัจจัยภายในองค์กรต่อการเป็นองค์กรแห่งการเรียนรู้ของกรมพัฒนาฝีมือแรงงาน (5) เสนอแนะแนวทางในการพัฒนาองค์กรแห่งการเรียนรู้ของกรมพัฒนาฝีมือแรงงานกลุ่มตัวอย่างที่ใช้ในการศึกษาวิจัยครั้งนี้ คือ บุคลากรกรมพัฒนาฝีมือแรงงาน จำนวน 347 คน จากจำนวนประชากร 2,619 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม การวิเคราะห์ข้อมูลใช้ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน สถิติเชิงอนุมาน ได้แก่ การทดสอบค่าที การทดสอบค่าเอฟ การทดสอบความแปรปรวน การวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการวิจัยพบว่า (1) ปัจจัยภายในองค์กรที่ส่งผลต่อการเป็นองค์กรแห่งการเรียนรู้ของกรมพัฒนาฝีมือแรงงาน ประกอบด้วย 6 ปัจจัย เรียงจากมากไปหาน้อย ดังนี้ วัฒนธรรมองค์กร, ภาวะผู้นำ, กลยุทธ์ขององค์กร, เทคโนโลยี, โครงสร้างองค์กร และการจัดการความรู้ (2) ระดับความเป็นองค์กรแห่งการเรียนรู้ของกรมพัฒนาฝีมือแรงงาน ในภาพรวมอยู่ในระดับมาก (3) เปรียบเทียบระดับความเป็นองค์กรแห่งการเรียนรู้จำแนกตามลักษณะส่วนบุคคล พบว่าบุคลากรที่มีเพศ อายุ และอายุงานที่ต่างกัน มีความคิดเห็นต่อการเป็นองค์กรแห่งการเรียนรู้ในภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนบุคลากรที่มีระดับการศึกษา และสถานภาพทางราชการที่ต่างกัน มีความคิดเห็นต่อการเป็นองค์กรแห่งการเรียนรู้ในภาพรวม ไม่แตกต่างกัน (4) ปัจจัยภายในองค์กร ด้านกลยุทธ์ขององค์กร, ด้านโครงสร้างขององค์กร, ด้านภาวะผู้นำ, ด้านการจัดการความรู้, ด้านเทคโนโลยี, ด้านวัฒนธรรม โดยรวมมีความสัมพันธ์กับการเป็นองค์กรแห่งการเรียนรู้อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 โดยมีความสัมพันธ์กันระดับสูง และมีความสัมพันธ์ในทิศทางเดียวกัน ซึ่งหมายถึง หากปัจจัยภายในองค์กรอยู่ในระดับมาก ก็จะทำให้การเป็นองค์กรแห่งการเรียนรู้อยู่ในระดับมากด้วยเช่นกัน
The objectives of this research were to (1) study the external influence factors on learning organization of Department of Skill Development (2) study the level of learning organization of Department of Skill Development (3) to compare the level of learning organization in terms of individual (4) to study the internal factors relation of learning organization of Department of Skill Development and (5) to recommend the learning organization development guideline of Department of Skill Development. The sample of this research were the staff of Department of Skill Development, were 347 from 2,619 people. Questionnaire was applied as a tool and percentage, mean, standard deviation and inferential statistic such as T-Test, F- Test, Pearson correlation coefficient and multiple comparison test, were used for analyzing data. This research found that (1) the external influence factor on learning organization of Department of Skill Development were consisted of 6 factors: organizational culture, leadership, organizational strategies, technology, organizational structure and knowledge management (2) the level of learning organization of Department of Skill Development overall was in high level (3) the comparison of the level of learning organization in terms of individual found that the differentia in terms of age, gender and experience of staff was significantly different attitude towards organization at level 0.05 but the staff who had differences of level of education (4) the overall internal factors: organizational strategies, organizational structure, leadership, knowledge management, technology and organizational culture had statistical significant relationship with learning organization in level 0.01 in high level and related in the same direction which meant if the internal factor were high level, the organization would be the learning organization in high level as well.
