Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความสำเร็จของการบริหารงานพัสดุของมหาวิทยาลัยสุโขทัยธรรมาธิราช (2) ศึกษาจุดแข็ง จุดอ่อนโอกาสและข้อจำกัดมหาวิทยาลัยสุโขทัยธรรมาธิราช (3) ศึกษาปัจจัยที่มีอิทธิพลต่อความสำเร็จในการพัฒนาระบบบริหารงานพัสดุของ มหาวิทยาลัยสุโขทัยธรรมาธิราช (4) เสนอแนะแนวทางการพัฒนาระบบบริหารงานพัสดุของมหาวิทยาลัยสุโขทัยธรรมาธิราช การวิจัยนี้เป็นการวิจัยเชิงสำรวจโดยมีกลุ่มตัวอย่าง คือ ผู้เกี่ยวข้องกับการปฏิบัติงานด้านการพัสดุของมหาวิทยาลัยสุโขทัยธรรมาธิราช ประกอบด้วย ผู้ปฏิบัติงานด้านการพัสดุ 41 คน ผู้ทำหน้าที่กรรมการตามระเบียบพัสดุ 106 คน ผู้มีอำนาจอนุมัติการดำเนินการด้านการพัสดุ 17 คนรวม 164 คน โดยการศึกษาข้อมูลด้านเอกสาร แบบสอบถาม และแบบสัมภาษณ์ในส่วนของการวิเคราะห์เชิงปริมาณ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์การถดถอย ผลการวิจัยพบว่า ประสิทธิภาพและประสิทธิผลของระบบบริหารงานพัสดุของมหาวิทยาลัยสุโขทัยธรรมาธิราช อยู่ในระดับปานกลาง ปัจจัยตัวแปรอิสระของระบบบริหารงานพัสดุ เรียงตาม ลำดับได้แก่ ด้านความถูกต้อง ความโปร่งใส กฎระเบียบ ความรวดเร็วในการให้บริการ ความคุ้มค่า และระบบบริหารงานคล่องตัว โดยเมื่อวิเคราะห์ระดับความสำเร็จของการบริหารงานพัสดุ พบว่ามีระดับความสำเร็จร้อยละ 64 โดยมีจุดแข็งและจุดอ่อนที่สำคัญ คือ จุดแข็งด้านความรู้ของเจ้าหน้าที่พัสดุในเรื่องกฎระเบียบ และจุดอ่อนด้านการขาดเทคโนโลยีที่ทันสมัยในการปฏิบัติงาน รวมทั้งมีโอกาสและข้อจำกัดที่สำคัญ คือ โอกาสด้านการมีระเบียบว่าด้วยการพัสดุด้วยวิธีการทางอิเล็กทรอนิกส์ฉบับใหม่ พ.ศ. 2549 ของทางราชการใช้ในการปฏิบัติงานและข้อจำกัดด้านการปฏิบัติตามระเบียบพัสดุของทางราชการ ส่วนปัจจัยที่มีอิทธิพลทางบวกกับประสิทธิภาพและประสิทธิผลของระบบบริหารงานพัสดุเรียงตามลำดับได้แก่ ปัจจัยด้านความถูกต้อง ความคุ้มค่า ระบบบริหารงานคล่องตัว และความโปร่งใสอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 จากการวิจัยมีข้อเสนอแนะว่า ควรนำตัวแบบด้านการบริหารงานพัสดุแนวใหม่ไปใช้เป็นแนวทางในการพัฒนาระบบบริหารงานพัสดุของมหาวิทยาลัยสุโขทัยธรรมาธิราช ต่อไป รวมทั้งควรมีการจัดทำระเบียบด้านการพัสดุของมหาวิทยาลัยเพื่อให้เกิดความคล่องตัวในการปฎิบัติงานมากขึ้น ซึ่งจะทำให้เกิดประสิทธิภาพและประสิทธิผลของระบบบริหารงานพัสดุของมหาวิทยาลัยสุโขทัยธรรมาธิราช
The purposes of this research were to (1) study the success of inventory management of Sukhothai Thammathirat open University (STOU) (2) study strength, weakness, opportunity and threat of Sukhothai Thammathirat Open University (3) study factors that affect the success of the development of inventory management of Sukhothai Thammathirat Open University and (4) provide suggestions in developing the inventory management system. This research was a survey research. The research sample totaling 164 randomly selected persons consisted of 41 inventory management staffs, 106 inventory management committees, and 17 inventory management heads. Instrument used were questionnaires and interviews. The employed statistics for data analysis were percentage, mean, standard deviation, t-test and multiple regression. It can be concluded from the research that the efficiency and effectiveness of the inventory management system was at moderate level. Independent factors which affected the efficiency and effectiveness of inventory management system were correctness, transparency, rules and regulations, time, value for money, and flexibility respectively. As for level of success, 64 percent of success was found. Significant strength, weakness, opportunity and threat were identified as follows ; strength on rules and regulations knowledge of inventory management staffs, weakness was lack of advanced technology employed in the operations. As for opportunity, there were new official rules and regulations in 2006 are available for common practice. Meanwhile, limitation were official rules and regulations effected consumed and complicated process becomes the threat. Also, the positive factors affecting the efficiency and effectiveness of the inventory management system were correctness, value for money, flexibilities, and transparency respectively, with .05 level of significance. It was recommended that new model of inventory management should be employed in order to develop the efficiency and the effectiveness of STOU inventory management system. Also, the university rules of the inventory management system should be developed so to build in more flexibility in the system operations. After the actions, the efficiency and effectiveness of STOU inventory management system could then be expected.
