Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) สภาพสังคมและเศรษฐกิจของเกษตรกร (2) สภาพการผลิตข้าวของเกษตรกร (3) ปัญหาในการผลิตข้าวคุณภาพของเกษตรกร (4) ความต้องการของเกษตรกรเกี่ยวกับการส่งเสริมการผลิตข้าวคุณภาพ และ (5) แนวทางการส่งเสริมการผลิตข้าวคุณภาพตามหลักการปฏิบัติทางการเกษตรที่ดีของเกษตรกร ผลการวิจัย พบว่า (1) เกษตรกรส่วนใหญ่เป็นเพศชาย อายุเฉลี่ย 58.6 ปี จบการศึกษาระดับประถมศึกษา จำนวนสมาชิกในครัวเรือนเฉลี่ย 4.37 คน ส่วนใหญ่เป็นสมาชิกกลุ่มธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร จำนวนแรงงานในการผลิตข้าวในครัวเรือนเฉลี่ย 1.68 คน ประสบการณ์ในการปลูกข้าวเฉลี่ย 17.02 ปี พื้นที่ถือครองทางการเกษตรเฉลี่ย 16.08 ไร่ พื้นที่ปลูกข้าวเฉลี่ย 13.28 ไร่ ปีการเพาะปลูก 2562/63 รายได้จากการทำนาเฉลี่ย 121,339.16 บาท รายได้นอกภาคการเกษตรเฉลี่ย 10,301.07 บาท รายจ่ายภาคเกษตรครัวเรือนเฉลี่ย 109,672.04 บาท และค่าแรงงานเฉลี่ย 567.74 บาท (2) สภาพการผลิตข้าว เกษตรกรร้อยละ 55.9 มีวัตถุประสงค์ในการทานาไว้เพื่อจำหน่าย ร้อยละ 86.0 ทำนาทั้งนาปีและนาปรัง ร้อยละ 97.3 ปลูกข้าวโดยการหว่าน และปลูกข้าวโดยการดาเพียงร้อยละ 2.7 ร้อยละ 49.5 สภาพพื้นที่ปลูกข้าวเป็นที่ราบลุ่มระบายน้ำได้ ร้อยละ 43.2 ลักษณะเนื้อดินเป็นดินเหนียว และร้อยละ 57.5 ใช้พันธุ์ข้าวปทุมธานี 1 (3) ปัญหาในการผลิตข้าวคุณภาพ เกษตรกรมีปัญหาด้านเมล็ดพันธุ์อยู่ในระดับมาก ส่วนปัญหาด้านอื่น ๆ อยู่ในระดับปานกลางและน้อย (4) ความต้องการของเกษตรกรเกี่ยวกับการส่งเสริมการผลิตข้าวคุณภาพ ภาพรวมอยู่ในระดับมาก โดยเฉพาะด้านการสนับสนุนจากหน่วยงานอยู่ในระดับมากที่สุด นอกจากนี้ (5) แนวทางการส่งเสริมการผลิตข้าวคุณภาพตามหลักการปฏิบัติทางการเกษตรที่ดีของเกษตรกร เกษตรกรเห็นด้วยกับประเด็นต่าง ๆ อยู่ในระดับมาก โดยมีข้อเสนอแนะว่าควรมีการบูรณาการของหน่วยงานของรัฐต่าง ๆ ที่เกี่ยวข้องเพื่อสนับสนุนเกษตรกรในการผลิตข้าวตามหลักการปฏิบัติทางการเกษตรที่ดี
This objectives of this research were to study (1) socio-economic conditions of farmers, (2) situation of rice production by farmers, (3) problems of farmers in quality rice production, (4) farmers’ needs in an extension of quality rice production, and 5) an extension guideline of quality rice production according to Good Agricultural Practice (GAP). The population included rice-farmers who registered as economic in-season rice producers for the crop year 2019/2020 with total of 2,140 farmers. By applying simple random sampling, the 186 samples was determined by using Taro Yamane formula with an error at 0.07 level. The data were collected by a questionnaire and analyzed by statistics including frequency, percentage, mean and standard deviation. The research findings were found that (1) the majority of farmers were male with an average age of 58.6 years and finished elementary education. The average of family member was 4.37 persons. Most of them were group members of the Bank for Agriculture and Agricultural Cooperatives. An average of family rice growing labor was 1.68 persons. They had rice growing experience of 17.02 years and averages farm area and rice producing area of 16.08 Rai and 13.28 Rai (1 Rai = 1,600 square meters) respectively. In the crop year 2019/2020, the average rice production and non-farm incomes were 121,339.16 baht and 10,301.07 baht while an average farm expense was 109,672.04 baht and an average labor cost was 567.74 baht. (2) The situation of rice production, 55.9% of the farmers produced rice for selling, 86.0% produced in-season and off-season paddy rice. As much as 97.3% of the farmers chose rice sowing method and only 2.7% for indirect seeding. The paddy field was found to be well-irrigated plain for 49.5% while 43.2% of the soil texture was clay. Pathum Thani 1 rice variety was used for 57.5%. (3) The farmers had problem of quality rice production in seed issue at high level while other aspects were at medium and low levels. (4) In overall, their needs in an extension of quality rice production were indicated at high level especially the government support was rated at the highest level. Furthermore (5) they had high agreement in an extension guideline of quality rice production according to GAP. They suggested that integrated operations of government agencies should be performed to support the farmers for rice production according to GAP.
