การดำเนินงานการประกันคุณภาพภายในของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยเขตในกรุงเทพมหานครตามความการรับรู้ของบุคลากรครู

Abstract

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการดำเนินงานการประกันคุณภาพภายในตามความคิดเห็นของบุคลากรครูของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยเขตในกรุงเทพมหานคร (2) เปรียบเทียบการดำเนินงานการประกันคุณภาพภายใน จำแนกตามการรับรู้ของบุคลากรครูที่มีภูมิหลังแตกต่างกัน และ (3) ศึกษาข้อเสนอแนะในการปรับปรุงและพัฒนาการดำเนินงานการประกันคุณภาพภายในตามความคิดเห็นของบุคลากรครูของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยเขตในกรุงเทพมหานครกลุ่มตัวอย่างคือบุคลากรครู จำนวน 220 คน จากศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยเขตในกรุงเทพมหานคร จำนวน 50 แห่ง เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตรประมาณค่า มีค่าความเที่ยงเท่ากับ .94 ทำการวิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนแบบทางเดียว และการวิเคราะห์เนื้อหาผลการวิจัยปรากฏว่า (1) การดำเนินงานการประกันคุณภาพภายในตามความคิดเห็นของบุคลากรครูของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยเขตในกรุงเทพมหานคร โดยรวมอยู่ในระดับมาก (2) บุคลากรครูที่มีภูมิหลังต่างกันมีการรับรู้ไม่แตกต่างกันต่อการดำเนินงานการประกันคุณภาพภายใน และ (3) ข้อเสนอแนะในการปรับปรุงและพัฒนาการดำเนินงานการประกันคุณภาพภายในของศูนย์การศึกษา ได้แก่ ควรพัฒนาบุคลากรครูให้มีความรู้ความเข้าใจอย่างแท้จริงเกี่ยวกับการประกันคุณภาพภายในและการจัดทำแผนพัฒนาคุณภาพการศึกษา ควรจัดทำคู่มือระบบการทำงานประกันคุณภาพภายในที่มีแนวปฎิบัติที่ชัดเจน ควรนิเทศติดตาม และตรวจสอบคุณภาพการสอนอย่างต่อเนื่อง พร้อมทั้งนำผลไปใช้ปรับปรุงการเรียนการสอนและพัฒนาแผนพัฒนาการศึกษาของศูนย์การศึกษา และควรประเมินคุณภาพการศึกษาของศูนย์การศึกษาตามสภาพจริง

The purposes of this research were (1) to study the operation of internal quality assurance of district non-formal and informal education centers under Bangkok Metropolitan Administration as perceived by their teacher personnel; (2) to compare perceptions on the operation of internal quality assurance of teacher personnel as classified by their backgrounds; and (3) to study suggestions concerning the improvement and development of the operation of internal quality assurance of district non- formal and informal education centers under Bangkok Metropolitan Administration The sample consisted of 220 teacher personnel from the 50 district non- formal and informal education centers under Bangkok Metropolitan Administration The employed research instrument was a rating scale questionnaire with reliability coefficient of .94. Research data were analyzed using the frequency, percentage, mean, standard deviation, t-test. one-way ANOVA, and content analysis. Research findings showed that (1) the overall operation of internal quality- assurance as perceived by teacher personnel of district non-formal and informal education centers under Bangkok Metropolitan Administration was at the high level; (2) teacher personnel with different backgrounds did not differ significantly in then- levels of perception of the operation of internal quality assurance; and (3) suggestions concerning the improvement and development of the operation of internal quality- assurance in the district non-formal and informal centers were as follows: the teacher personnel should be trained to equip them with deeper knowledge and understanding of internal quality assurance and creation of the center’s educational quality- development plan; a manual with clear guidelines for the operational system of internal quality assurance should be developed; die administrators should supervise, follow-up. and review the teaching quality continuously as well as using the results for improvement of instruction and for development of educational improvement plan of the center; and the center should conduct authentic assessment of its educational quality.
