Abstract
การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพการบริหารจัดการการดำเนินงานโครงการก่อสรัางอาคารในเขตภาคตะวันออกเฉียงเหนือตอนบน 2) เพื่อศึกษาสภาพปัญหา อุปสรรคในการบริหารจัดการการดำเนินงานโครงการก่อสรัางอาคารในเขตภาคตะวันออกเฉียงเหนือตอนบนและ 3) เพื่อเสนอแนะแนวทางการบริหารจัดการการดำเนินงานโครงการก่อสรัางอาคารในเขตภาคตะวันออกเฉียงเหนือตอนบนอย่างมีประสิทธิภาพ
ประชากร คือ โครงการก่อสร้างอาคารในเขตภาคตะวันออกเฉียงเหนือตอนบน จำนวน 40 โครงการ ใช้แบบสอบถามเป็นเครื่องมือในการรวบรวมข้อมูล สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ รัอยละ ค่าเฉลี่ยถ่วงน้ำหนัก ผลการศึกษาพบว่า 1) ลักษณะโครงการก่อสรัางอาคารมีทั้งขนาดใหญ่และขนาดเล็ก เป็นอาคารสาธารณะ อาคารพักอาศัย คลังสินค้า อาคารพาณิชย์ โรงแรม และอาคารแสดงสินค้า ซึ่ง
ผู้บริหารส่วนใหญ่มีวุฒิการศึกษาระดับปริญญาตรี โครงการก่อสรัางอาคารมีการบริหารจัดการ ดำเนินงาน 5 ประการ คือ การวางแผน การจัดองค์การ การจัดการกำลังคน การสั่งการ และการควบคุม
ให้ความสำคัญด้านการวางแผนมากที่สุด โดย (1) การวางแผนใช้ปัจจัยด้านการเงิน และความสามารถ ในการดำเนินงาน (2) ด้านการจัดองค์การมีการแบ่งแผนกงานที่ชัดเจน มอบหมายงานและกำหนด
อำนาจหนัาที่ความรับผิดชอบ (3) ด้านการจัดกำลังคนโดยวางแผนกำลังคน สรรหา คัดเลือก และพัฒนาบุคลากร (4) ด้านการสั่งการใช้การสั่งการตามสายการบังคับบัญชา (5) การควบคุมงานโดย กำหนด
เป้าหมายมาตรฐานของงาน การวัดผลดำเนินงาน ให้ความสำคัญกับต้นทุนและคุณภาพของงานมากที่สุด 2) ปัญหาที่พบ ได้แก่ ปัญหาด้านการเงิน คุณสมบัดิของพนักงาน การพัฒนาคุณภาพการทำงาน
ของพนักงาน การใช้ภาวะผู้นำของผู้บริหาร การควบคุมงานที่ไม่ต่อเนื่อง และขีดความสามารถในการดำเนินงาน 3) การบริหารจัดการการดำเนินงานโครงการก่อสร้างอาคารที่มีประสิทธิภาพ ควรพิจารณา
ทั้งปัจจัยภายในและภายนอก ทบทวน ปรับปรุงแผนงานอย่างสมํ่าเสมอและใช้หลักการคำนวณทางการจัดการช่วยในการบริหารจัดการดำเนินงาน
The objectives of the research were to: 1) to study the construction project administration for building in the northeast upper zone; 2) to study the problems and obstacles in the construction project administration for building in the northeast upper zone; and 3) to recommend the way to manage the construction building project in the northeast upper zone efficiently. The research populations were 40 building projects in the northeastern upper zone. The questionnaires were used as instrument for collection data. The statistics to analysis data were frequency, percentage and weight average. The result had summary as following. The research result found that 1) the construction model of building had big and small size. Both buildings were public buildings, houses, warehouses, commerce buildings, hotels and showrooms. Most of these executives had bachelor degree. The building projects had 5 management including planning, organizing, manpower management, directing and controlling. The most important function was planning by (1) planning of capital factor and working; (2) the administrative organization had clear separated section, assigned work and fixed the competency responsibility; (3) the manpower management used planning manpower, searching, selecting and developing personnel; (4) The work order used line command; (5) they had fix work control by defining work standard then evaluated. They paid most attention to cost and work quality. 2) The problems found were capital, the property of staff, the work quality development of staff, leader of the executive, the control process of work hadn’t continue and limited working process. 3) The effective construction project administration for building should be considered all the inside and outside factors, review, plan improvement regularly and had to use the principle of manage calculation for administration as well.
