Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพทั่วไปของการเชื่อมโยงเครือข่ายธุรกิจของสหกรณ์ และกลุ่มเกษตรกรในจังหวัดแพร่ (2) ศึกษาปัจจัยสภาพแวดล้อมที่เกี่ยวข้องกับการเชื่อมโยงเครือข่ายธุรกิจของ สหกรณ์และกลุ่มเกษตรกรในจังหวัดแพร่ และ (3) ศึกษาแนวทางการพัฒนาการเชื่อมโยงเครือข่ายธุรกิจของ สหกรณ์และกลุ่มเกษตรกรในจังหวัดแพร่ การศึกษานี้เป็นการศึกษาในรูปแบบของการวิจัยเชิงคุณภาพ ศึกษาเฉพาะการเชื่อมโยงเครือข่ายด้าน ธุรกิจ ซึ่งใช้ทั้งข้อมูลปฐมภูมิและทุติยภูมิ โดยศึกษาสภาพทั่วไปของการเชื่อมโยงเครือข่ายธุรกิจจากข้อมูลทุติย ภูมิของหน่วยงานต่างๆ ศึกษาปัจจัยสภาพแวดล้อมและแนวทางการพัฒนาการเชื่อมโยงเครือข่ายธุรกิจจากข้อมูล ปฐมภูมิ โดยการสำรวจความคิดเห็นด้วยแบบสอบถาม และนำผลที่ได้จากแบบสอบถามเข้าสู่การสนทนากลุ่ม เพื่อยืนยันและกำหนดจุดแข็ง จุดอ่อน โอกาส อุปสรรค และแนวทางการพัฒนาการเชื่อมโยงเครือข่ายธุรกิจของ สหกรณ์และกลุ่มเกษตรกรในจังหวัดแพร่ ผลการศึกษาพบว่า (1) สภาพทั่วไปของการเชื่อมโยงเครือข่ายธุรกิจ มีสหกรณ์ และกลุ่มเกษตรกร ร่วมเชื่อมโยงเครือข่ายธุรกิจ จำนวน 68 แห่ง รูปแบบการเชื่อมโยงเครือขายธุรกิจแบ่งเป็น 3 รูปแบบ คือ รูปแบบที่ 1 สหกรณ์กับสหกรณ์ รูปแบบที่ 2 สหกรณ์กับกลุ่มเกษตรกร รูปแบบที่ 3 สหกรณ์ในจังหวัดแพร่กับสหกรณ์ใน จังหวัดอื่น ประเภทธุรกิจที่มีการเชื่อมโยงเครือข่าย ได้แก่ ธุรกิจสินเชื่อ ธุรกิจรับฝากเงิน และธุรกิจซื้อขายสินค้า (2) ปัจจัยสภาพแวดล้อมที่เกี่ยวข้อง ปัจจัยที่เป็นจุดแข็ง คือ ด้านข้อบังคับ และด้านเจ้าหน้าที่สหกรณ์ และปัจจัยที่ เป็นจุดอ่อน คือ ด้านการเงิน ปัจจัยที่เป็นโอกาส ได้แก่ นโยบายรัฐ หน่วยงานสนับสนุน กฎหมาย และเทคโนโลยี ปัจจัยที่เป็นอุปสรรค ได้แก่ คู่แข่งขันทางการค้า สภาพเศรษฐกิจและสังคมในปัจจุบัน (3) แนวทางการพัฒนาการ เชื่อมโยงเครือข่ายธุรกิจ คือ จะต้องสร้างข้อตกลงร่วมกัน จัดกิจกรรมต่างๆ ร่วมกันอย่างต่อเนื่องสม่ำเสมอ การ กำหนดเงื่อนไขพิเศษ และการสร้างเครือข่ายธุรกิจระดับอำเภอให้เข้มแข็ง เพื่อเป็นฐานขยายสู่การเชื่อมโยง เครือข่ายธุรกิจในระดับที่กว้างขึ้นต่อไป
The objectives of this study were (1) to study the general condition of a business network of cooperatives and farmer groups in Phrae province (2) to study the environmental factors associated with a business network of cooperatives and farmer groups in Phrae province. (3) to study the development guidelines for a business network of cooperatives and farmer groups in Phrae province . This study methodology focused on in the qualitative research applying both secondary and primary data to study the general condition of cooperatives business network, the environmental situation and the guidance for cooperatives business network development by the questionnaire. Focused groups interview technique was applied for making the confirmation and find out the strength, weakness, opportunity, and threat in order to find out the guidance for cooperative business network in the area of Phrae province. The study found that (1) the general condition of business networks of cooperatives and farmer groups in Phrae province linked network about 68 businesses. There were 3 business network models: the first model was cooperative to cooperative, second; cooperative and farmer group, third; cooperatives in Phrae province and other provinces. Business lines in the network composed of loan business, deposit business as well as purchasing and selling business. (2) the environment conditions consisted of strength, which was cooperatives ‘regulation, and cooperatives ‘staff. Weakness was financial situation. Opportunity was laws and government’s policies. Threat were competitors, economic and social condition. The guidance of cooperatives business network were making the agreement, business activities, making the special condition of agreement. Also, making the solid business network at the district level was the way to expand the scope of business network.
