Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาสภาพแวดล้อมในองค์การที่มีความสัมพันธ์ต่อการพัฒนาทรัพยากรมนุษย์ ขององค์การบริหารส่วนตำบลหนองแวง จังหวัดนครพนม (2) เพื่อเปรียบเทียบความคิดเห็นของบุคลากรต่อสภาพแวดล้อมในองค์การ ที่มีความสัมพันธ์ต่อการพัฒนาทรัพยากรมนุษย์ขององค์การบริหารส่วนตำบลหนองแวง จังหวัดนครพนม ที่มีปัจจัยส่วนบุคคลที่แตกต่างกัน (3) เพื่อเสนอแนะแนวทางในการพัฒนาตนเองของบุคลากรในองค์การ ในการปรับตัวให้เหมาะสมกับสภาพแวดล้อมในองค์การและเกิดการพัฒนาประสิทธิภาพของทรัพยากรมนุษย์ กลุ่มตัวอย่างเป็นพนักงานขององค์การบริหารส่วนตำบลหนองแวง ทั้งข้าราชการประจำและข้าราชการฝ่ายการเมือง จำนวน 76 คน ได้มาโดยการสุ่มแบบหลายขั้นตอนอย่างมีระบบ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเพื่อการวิจัยครั้งนี้คือแบบสอบถาม วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูป สถิติที่ใช้ในการวิเคราะห์ได้แก่ การแจกแจงความถี่และหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบค่าเอฟ และตารางค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน ผลการศึกษาพบว่า (1) ปัจจัยส่วนบุคคลและสภาพแวดล้อมในองค์การมีความสัมพันธ์ต่อการพัฒนาทรัพยากรมนุษย์ (2) ปัจจัยส่วนบุคคลที่แตกต่างกันของพนักงานมีความสัมพันธ์ต่อการพัฒนาทรัพยากรมนุษย์ในภาพรวมแตกต่างกันอย่างมีระดับนัยสำคัญทางสถิติที่ระดับ 0.01 จำนวน 5 ด้าน ได้แก่ เพศ อายุ ระดับการศึกษา รายได้ และระยะเวลาการปฏิบัติงาน ส่วนปัจจัยเกี่ยวกับสถานภาพ ตำแหน่งหน้าที่ และหน่วยงานที่สังกัด มีความเห็นต่อการพัฒนาทรัพยากรมนุษย์ไม่แตกต่างกันอย่างมีระดับนัยสำคัญทางสถิติที่ 0.05 ปัจจัยด้านสภาพแวดล้อมในองค์การทั้ง 6 ด้าน มีความสัมพันธ์เชิงบวกกับการพัฒนาทรัพยากรมนุษย์ในระดับสูงมาก (3) ข้อเสนอแนะคือ องค์การบริหารส่วนตำบลหนองแวง ควรมีการพัฒนาทรัพยากรมนุษย์ด้านการฝึกอบรมให้มากขึ้น
The objectives of this study were: (1) to study the organization’s internal environment related to the human resource development in Nongwaeng Subdistrict Administrative Organization; (2) to compare the opinions of employees toward the internal environmental organization related to the human resource development in Nongwaeng Subdistrict Administrative Organization categorize differentiated by personal characteristic factor; and (3) to provide the recommendations for self-development of employees for human resource development within organization in order to adapt themselves appropriately to suit the environment in the organization and thus give rise to development of human resources efficiency. The sample group consisted of 76 employee of Nongwaeng Subdistrict Administrative Organization, including both permanent government officials and the political officials, selected by multi-stage random sampling. A constructed questionnaire was used as an instrument for data collection. The statistics employed for data analysis were percentage, mean, standard deviation, t-test, F-test, and Pearson’s product moment correlation coefficient. The research results revealed that: (1) the personal characteristic factor and internal environment of organization factor were related to the human resource development; (2) the different personal characteristic factors; gender, age, level of education, income, and work’s experience were overall related to the human resource development with a statistical significance at the level of 0.01 level, while the status factors; position and work entities, were not significantly different at 0.05 level. The environment factors with six aspects were positively related to the human resource development at a high level. And (3) as for the recommendations, Nongwaeng Subdistrict Administrative Organization should provide more training for human resource development
