Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) พัฒนาการและการดาเนินงานของวิสาหกิจชุมชนกลุ่มทอผ้าลายลูกแก้วบ้านนิคมเขตเจ็ด ตาบลนิคมพัฒนา อาเภอขุขันธ์ จังหวัดศรีสะเกษ 2) สภาพทั่วไปของสมาชิกวิสาหกิจชุมชน 3) ความคิดเห็นของสมาชิกด้านการบริหารจัดการวิสาหกิจชุมชน 4) ความคิดเห็นของสมาชิกด้านผลลัพธ์ความสาเร็จวิสาหกิจชุมชน 5) ปัจจัยแห่งความสาเร็จในการดาเนินงานของวิสาหกิจชุมชน และ 6) แนวทางการพัฒนากลุ่มวิสาหกิจชุมชนให้มีการดาเนินกิจกรรมอย่างต่อเนื่อง
การวิจัยครั้งนี้เป็นการวิจัยเชิงปริมาณและเชิงคุณภาพ ประชากรที่ใช้ในการวิจัยคือ สมาชิกวิสาหกิจชุมชนกลุ่มทอผ้าลายลูกแก้วบ้านนิคมเขตเจ็ด จานวน 20 คน เก็บข้อมูลจากประชากรทั้งหมด โดยใช้เป็นแบบสัมภาษณ์แบบมีโครงสร้าง การสนทนากลุ่มกับผู้นาชุมชน และเจ้าหน้าที่ที่เกี่ยวข้อง จานวน 5 คน ใช้แบบบันทึกผลการสนทนากลุ่ม การวิเคราะห์ข้อมูลเชิงปริมาณ ใช้สถิติเชิงพรรณนา ส่วนข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า 1) วิสาหกิจชุมชนกลุ่มทอผ้าลายลูกแก้วบ้านนิคมเขตเจ็ด ตาบลนิคมพัฒนา อาเภอขุขันธ์ จังหวัดศรีสะเกษ เกิดจากการรวมกลุ่มของแม่บ้านเกษตรกร ต่อมาได้จดทะเบียนเป็นวิสาหกิจชุมชน ได้รับการประเมินศักยภาพตั้งแต่ปี พ.ศ. 2553 – 2556 อยู่ในระดับดี 2) สมาชิกวิสาหกิจชุมชนมีอายุเฉลี่ย 53.4 ปี เพศหญิงทั้งหมด แรงงานในครัวเรือนเฉลี่ย 3.2 คน ร้อยละ 85 เป็นสมาชิกตั้งแต่เริ่มก่อตั้งกลุ่ม เป็นสมาชิกกลุ่ม 15 คน และคณะกรรมการ 5 คน ร้อยละ 90 จบการศึกษาระดับประถมศึกษา อาชีพและรายได้หลักมาจากการเกษตรทั้งหมด ทอผ้าในเวลาว่างและหลังฤดูกาลเพาะปลูก 3) สมาชิกมีความพึงพอใจมากที่สุดในการบริหารตลาด และการจัดการสินค้าหรือบริการ มีความพึงพอใจมากในด้านผู้นาและการบริหารวิสาหกิจชุมชน การวางแผนดาเนินงาน การจัดการความรู้และข้อมูล มีความพึงพอใจปานกลางในการบริหารสมาชิกวิสาหกิจชุมชน 4) ด้านผลลัพธ์ความสาเร็จของวิสาหกิจชุมชน พบว่า สมาชิกมีความพึงพอใจมากที่สุดด้านคุณภาพสินค้าหรือบริการและด้านการพัฒนาวิสาหกิจชุมชน และสมาชิกพึงพอใจมากด้านผลลัพธ์ตามภารกิจของวิสาหกิจและประสิทธิภาพของการดาเนินงาน 5) ปัจจัยแห่งความสาเร็จในการดาเนินงานของวิสาหกิจชุมชนพบว่า สมาชิกกลุ่มมีความสามัคคี มีการวางแผนการผลิตของสมาชิกร่วมกัน รักษาคุณภาพและมาตรฐานผลิตภัณฑ์ มีการจัดทาบัญชีและนามาใช้ประโยชน์ได้ ผู้นาได้รับการยอมรับจากสมาชิกและชุมชน มีการบันทึกลวดลายผ้าและถ่ายทอดองค์ความรู้แก่ผู้ที่สนใจ และการสนับสนุนจากภาครัฐและหน่วยงานภาคี 6) แนวทางการพัฒนากลุ่มวิสาหกิจชุมชนให้มีการดาเนินกิจกรรมอย่างต่อเนื่อง ได้แก่ ด้านการพัฒนาสมาชิกกลุ่มคือ การฝึกอบรมการสื่อสารภาษากลางและภาษาอังกฤษพื้นฐาน ปรับทักษะการทอผ้าให้สูงขึ้น และส่งเสริมการออม ด้านการพัฒนาการผลิตและการตลาดคือ การจัดทาแผนการทอผ้าร่วมกับการวางแผนทางการเกษตร แบ่งเกรดสินค้าและกาหนดราคาให้เหมาะสม ด้านการพัฒนาองค์ความรู้ คือ จัดตั้งศูนย์เรียนรู้ ถ่ายทอดองค์ความรู้และรับสมัครสมาชิกกลุ่มรุ่นใหม่ ด้านการพัฒนาสินค้าและเครือข่าย คือ การขยายสาขาการผลิตหรือเครือข่ายการผลิต เสริมทักษะด้านอื่นๆ ให้กับสมาชิก และผลิตหรือแปรรูปผ้าเป็นผลิตภัณฑ์ใหม่ๆ
The objectives of this research were to study: 1) the development and operations of the Thai Silk Brocade Community Enterprise at Ban Nikhom Khet Jed, Nikhom Phatthana Sub-District, Khukhan District, Si Sa Ket Province; 2) the demographics of the community enterprise members; 3) their opinions on the enterprise’s management; 4) their opinions on the enterprise’s performance; 5) the enterprise’s factors of success; and 6) guidelines for continuously developing the enterprise’s operations. This was a quantitative and qualitative study based on interviews with 20 members of the Thai Silk Brocade Community Enterprise at Ban Nikhom Khet Jed using a structured interview form. A focus group discussion with 5 community leaders and related officials was done using a focus group discussion record form. Quantitative data were analyzed using descriptive statistics, and qualitative data were analyzed using content analysis. The results showed that 1) the community enterprise began when the weavers formed a group, and later they registered as a community enterprise. The enterprise’s operations got an evaluation rating of “good” from 2010 to 2013. 2) All the members are female with average age 53.4, and 85% of them were members since the enterprise was founded. Fifteen of the 20 members are also group members and 5 are directors. They have an average of 3.2 workers per household, and 90% of them educated to primary school level. Agriculture are their primary occupation and source of income. They weave during their spare time and after the planting season. 3) As for opinions on the enterprise’s management, most members were the most highly satisfied with the marketing management and product management. They reported a high level of satisfaction with the enterprise’s leaders, planning, and knowledge management. Overall, they had a medium level of satisfaction with member management. 4) As for opinions on the enterprise’s performance, most members were most highly satisfied with product quality and enterprise development. They reported a high level of satisfaction with the enterprise’s mission and operational efficiency. 5) The enterprise’s factors of success were the unity of its members, their participation in joint production planning and quality control, the utilization of book keeping records, the broad acceptance of the enterprise’s leaders among members and within the community at large, the practice of recording weaving/brocade patterns and making the knowledge available to others, and support from the government sector and allied agencies. 6) Development guidelines are to give members training on speaking central Thai dialect and basic English, to improve their weaving skills, and to promote savings; to plan weaving activities to coincide with the agricultural production schedule and to set prices based on different grades of products; to set up a weaving learning center to recruit new members; to expand production or build a network, promote other skills, and to develop new products including products made from the silk brocade cloth.
