Abstract
การวิจัยเรื่องการนำนโยบายการปฏิรูปการศึกษาไปปฏิบัติ : กรณีศึกษาสำนักงานเขตพื้นที่การศึกษาสมุทรสาคร มีวัตถุประสงค์ 2 ประการ คือ (1) เพื่อศึกษาระดับความสำเร็จการนำนโยบายการปฏิรูปการศึกษาไปปฏิบัติของสำนักงานเขตพื้นที่การศึกษาสมุทรสาคร (2) เพื่อศึกษาความสัมพันธ์ของปัจจัยที่มีผลต่อความสำเร็จในการนำนโยบายการปฏิรูปการศึกษาไปปฏิบัติของสำนักงานเขตพื้นที่การศึกษาสมุทรสาคร
กลุ่มตัวอย่างในการวิจัยครั้งนี้ เป็นผู้บริหารสถานศึกษาและครูที่ปฏิบัติงานในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาสมุทรสาคร จำนวน 340 คน ที่ได้มาจากการสุ่มแบบง่าย เครื่องมือที่ใช้
เป็นแบบสอบถามแบบมาตราประมาณค่า หาความเชื่อมั่นโดยใช้วิธีการหาสัมประสิทธิ์แอลฟาของครอนบาคมีค่าความเชื่อมั่น 0.99 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบน
มาตรฐาน และการทดสอบสมมติฐานตามวิธีการหาค่าสัมประสิทธ์ิสหสัมพันธ์ของเพียร์สัน ผลการวิจัยพบว่า (1) ความสำเร็จในการนานโยบายการปฏิรูปการศึกษาไปปฏิบัติของสำนักงานเขตพื้นที่การศึกษาสมุทรสาครโดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายยุทธศาสตร์พบว่ามีความสำเร็จอยู่ในระดับมากทุกยุทธศาสตร์ โดยยุทธศาสตร์ที่มีความสำเร็จมากที่สุดเรียงตามลำดับ ได้แก่ ยุทธศาสตร์ที่ 1 การเสริมสร้างโอกาสและความเสมอภาคทางการศึกษา ยุทธศาสตร์ที่ 3 การพัฒนาคุณภาพครูและผู้บริหารสถานศึกษา ยุทธศาสตร์ที่ 4 การพัฒนาคุณภาพสถานศึกษายุทธศาสตร์ที่ 2 การพัฒนาคุณภาพนักเรียน และยุทธศาสตร์ที่ 5 การมีส่วนร่วมของสังคมในการจัด การศึกษา (2) ความสัมพันธ์ของปัจจัยที่มีผลต่อความสำเร็จในการนานโยบายการปฏิรูปการศึกษาไปปฏิบัติของสำนักงานเขตพื้นที่การศึกษาสมุทรสาคร เป็นไปในทางบวกทุกด้าน โดยปัจจัยความสำเร็จที่มีความสัมพันธ์มากที่สุดเรียงตามลำดับ ได้แก่ ปัจจัยด้านการทางานเป็นทีมมีความสัมพันธ์ในระดับค่อนข้างสูง ปัจจัยด้านภาวะผู้นำมีความสัมพันธ์ในระดับค่อนข้างสูง ปัจจัยด้านการมีส่วนร่วมมี
ความสัมพันธ์ในระดับปานกลาง ปัจจัยด้านการจูงใจมีความสัมพันธ์ ในระดับปานกลาง และปัจจัยด้านความผูกพันและการยอมรับมีความสัมพันธ์ในระดับปานกลาง สถานศึกษาและสำนักงานเขตพื้นที่การศึกษาสมุทรสาคร จึงไม่ควรละเลยปัจจัยใดปัจจัยหนึ่งไป ควรจะส่งเสริมและพัฒนาในทุก ๆ ด้านไปพร้อม ๆ กัน
The objectives of the are : to study the implementation success level of Education reform Policy’s Samutsakhon Educational Service Area Office and to study the relation of factors affecting to success for implementation of Education reform policy of the officials concerned. The sample of subjects for the study were 340 school administrators and teachers working in school under supervision of Samutakhon Educational Service Area Office, using simple random sampling technique. The instrument employed was rating - scale questionnaires with reliability level 0.99. The data were analyzed and presented by percentage, mean, standard deviation and the hypothesis testing method to find a correlation coefficient of Pearson. The results of the research showed that (1) Implementation success level of education reform policy’s Samutsakhon Educational Service Area Office were rated overall in high level, therefore, all of five strategies were implemented successfully. The most success strategies are strategy 1 : creating the pportunities and educational equality, follow by strategy 3 : quality teachers and school administrators development, strategy 4 : the quality school development, strategy 2 : quality students development and , strategy 5 : Participation of social administration education. (2) The success factors are as follows team work having significantly high level, leadership having significantly high level, factors associated with participating in moderate level, motivating in moderate level and, commitment and acceptance factors in the medium level. Therefore the school and Samutsakhon Educational Service Area Office then should not ignore any factor and ought to encourage and develop in every factors.
