Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับความสำเร็จในการจัดการความรู้ของกรมอุตุนิยมวิทยา 2) ศึกษาระดับการรับรู้ในการจัดการความรู้ของข้าราชการ 3) ศึกษาปัจจัยที่มีอิทธิพลต่อความสำเร็จในการจัดการความรู้ของกรมอุตุนิยมวิทยา และ 4) เสนอแนะแนวทางการพัฒนาสู่องค์การแห่งการเรียนรู้ของกรมอุตุนิยมวิทยาการวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจและเชิงประเมิน โดยมีกลุ่มตัวอย่างที่ใช้ในการวิจัยเป็นข้าราชการกรมอุตุนิยมวิทยาทั่วประเทศ โดยกำหนดขนาดกลุ่มตัวอย่างตามแนวคิดของ Taro Yamane, s จำนวน 279 คน เครึ่องมือที่ใช้ในการเก็บข้อมูลเป็นแบบสอบถามชนิดให้เลือกตอบและแบบสอบถาม
แบบปลายเปิด สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที One-way ANOVA และการวิเคราะห์ถดถอยเชิงพหุ รวมทั้งผลการสัมภาษณ์ผู้ดำเนินรายการ
จัดการความรู้ และผู้บริหารของส่วนราชการที่นำการจัดการความรู้ใปใช้จนประสบผลสำเร็จ ผลการวิจัย พบว่า 1) ระดับความสำเร็จในการจัดการความรู้ของกรมอุตุนิยมวิทยาระดับน้อยกว่ารัอยละ 70 2) ระดับการรับรู้ในการจัดการความรู้ของข้าราชการกรมอุตุนิยมวิทยาอยู่ในระดับน้อย โดยข้าราชการในระดับต่าง ๆ มีการรับรู้แตกต่างกันอย่างมีนัยสำคัญทางสถิติ และ 3) ปัจจัยที่มีอิทธิพลต่อความสำเร็จในการจัดการความรู้ของกรมอุตุนิยมวิทยา จำนวน 3 ตัวแปร ได้แก่ กระบวนการจัดการความรู้ วัฒนธรรมองค์กร และภาวะผู้นำ โดยทั้ง 3 ตัวแปร สามารถอธิบายตัวแปรตามที่มีความสัมพันธ์กันร้อยละ 73.0 ณ ระดับนัยสำคัญทางสสิดิ 0-05 จากผลการวิจัยครั้งนี้ มีข้อเสนอแนะดังนี้คือ องค์กรควรดำเนินการสงเสริมและสนับสนุนให้ทุกส่วนราชการดำเนินการจัดการความรู้เพื่อสามารถครอบคลุมทุกภารกิจขององค์กร ผู้บริหารควรส่งเสริม ผลักดัน และสนับสนุนงบประมาณ อุปกรณ์เครื่องมือเครื่องใช้ที่จำเป็นและทัมสมัย รวมทั้งสถานที่พร้อมทั้งเสริมสร้างความรู้ให้กับข้าราชการเพื่อนำไปสู่การเกิดวัฒนธรรมองค์กรในการแลกเปลี่ยนและเรียนรู้อย่างต่อเนื่องทั่วทั้งองค์กร พัฒนาไปสู่องค์การแห่งการเรียนรู้
The purposes of this research were to 1) study the achievement of implementing knowledge management in the Meteorological Department, 2) study the factors influencing the achievement, 3) find the variables that affect the achievement of implementing knowledge management in the Meteorological Department and 4) propose the suggestions to successfully implement knowledge management of the Meteorological Department. This research was a survey based on 279 samples of Meteorological officers, determined according to Taro Yamane’s table. The instrument used in this study was a checklist questionnaire with open ended answer and as well as interview reports. Statistical tools employed for data analysis were proportion, average, standard deviation, One-way ANOVA, t-test and multiple regression. The research results revealed that 1) perception in knowledge management of Meteorological officers was at the medium level. The perception of different meteorological officers were significantly different, 2) the achievement of implementing knowledge management in meteorological officers was at less than 70% and 3) there were three independent variables; knowledge management, corporate culture, and leadership, which positively influenced the achievement of implementing knowledge management in meteorological officers. The relationship of these three variables and the achievement of implementing knowledge management in meteorological officers was 73% at the 0.05 significance level. Based on the results, every government agency is recommended to encourage and support the officers to understand the importantance of knowledge management. The head of the government agency should support KM facilities such as budget, tools and equipment. Lastly, the government agency should give an opportunity to improve their knowledge in order to revolutionize their organization.
